تبدأ وزارة الداخلية المصرية، اعتبارًا من غدٍ الخميس الأول من أكتوبر، التشغيل التجريبي لحزمة جديدة من الإجراءات الخاصة بإصدار وتجديد تراخيص التسيير والقيادة، وذلك تنفيذًا لتوجيهات الرئيس عبد الفتاح السيسي بتيسير الخدمات المقدمة للمواطنين وترشيد تكاليف تراخيص السيارات.
وتشمل الإجراءات الجديدة تطبيق نظام الشباك الواحد في وحدات المرور، بما يتيح للمواطن سداد قيمة الخدمة المقررة مرة واحدة من خلال نظام التحصيل الإلكتروني، وفقًا لنوع الرخصة وقيمة الخدمة المعلنة باللوحات الإرشادية داخل وحدات المرور.
شباك واحد ودفع إلكتروني
وبحسب الإجراءات التي أعلنتها وزارة الداخلية، اليوم (الأربعاء) لن يكون مطلوبًا من المواطن سداد أي مبالغ مالية أخرى أثناء استكمال إجراءات الترخيص تحت أي مسمى، باستثناء المخالفات المرورية التي يتم تحصيلها من خلال نيابة المرور.
وتأتي هذه الخطوة ضمن إعادة صياغة منظومة الخدمات المرورية بهدف تقليل عدد مراحل التعامل المالي وتبسيط الإجراءات أمام المواطنين.
وكان وزير الداخلية المصرياللواء محمود توفيق، استعرض خلال اجتماع الرئيس السيسي، أمس الثلاثاء، الرؤية الجديدة لتطوير منظومة المرور، موضحًا أن المواطن سيتعامل ماليًا مع شباك واحد ولمرة واحدة فقط، بينما تُستكمل باقي مراحل استخراج الترخيص دون تعامل مالي.
إلغاء شرط طفاية الحريق وحقيبة الإسعافات
وتتضمن الإجراءات الجديدة أيضًا إلغاء شرط تقديم معدات السلامة والطوارئ عند إصدار أو تجديد التراخيص، وتشمل: طفاية الحريق، حقيبة الإسعافات، المثلث العاكس للضوء.
ومن المنتظر أن يسهم إلغاء هذه المتطلبات، إلى جانب إعادة تنظيم آلية السداد، في خفض القيمة الإجمالية التي يتحملها المواطن عند إصدار أو تجديد التراخيص، وفقًا لما أعلنته وزارة الداخلية.
متى يبدأ تطبيق الإجراءات الجديدة؟
أعلنت وزارة الداخلية بدء التشغيل التجريبي للإجراءات الجديدة اعتبارًا من الخميس 1 أكتوبر 2026، وذلك في جميع وحدات المرور على مستوى الجمهورية.
ويأتي التشغيل التجريبي تمهيدًا لتطبيق المنظومة وفق الضوابط والإجراءات المنظمة، مع استهداف تسريع تقديم الخدمات وتقليل الوقت والجهد اللازمين لإنهاء معاملات المواطنين.
ماذا قال الرئيس السيسي عن تراخيص السيارات؟
وجاءت الإجراءات الجديدة بعد اجتماع الرئيس عبد الفتاح السيسي، أمس الثلاثاء، مع رئيس مجلس الوزراء الدكتور مصطفى مدبولي، ومجلسي الوزراء والمحافظين وعدد من كبار المسؤولين وقادة القوات المسلحة والشرطة، بمقر القيادة الاستراتيجية في العاصمة الجديدة.
وخلال الاجتماع، شدد الرئيس السيسي على ضرورة اتخاذ الإجراءات اللازمة لتحقيق مصلحة المواطنين ورفع مستوى الخدمات المقدمة إليهم، ووجّه وزارة الداخلية بترشيد تكاليف تراخيص السيارات، مع التأكيد مجددًا على حسن معاملة المواطنين أثناء حصولهم على الخدمات.
وأوضح المتحدث الرسمي باسم رئاسة الجمهورية أن الاجتماع تناول استعراض ما تحقق خلال السنوات العشر الماضية في عدد من قطاعات الخدمات، إلى جانب مناقشة التحديات التي تواجه هذه القطاعات وسبل التعامل معها.
وزير الداخلية يكشف تفاصيل منظومة المرور الجديدة
وخلال الاجتماع نفسه، أوضح وزير الداخلية أن الوزارة انتهت من وضع رؤية متكاملة لإعادة صياغة منظومة المرور، تستهدف تيسير تقديم الخدمات وترشيد وخفض نفقات استخراج التراخيص والخدمات المرورية.
وتعتمد المنظومة الجديدة على أن يكون التعامل المالي مع المواطن من خلال شباك واحد ولمرة واحدة، بينما تتم بقية مراحل الخدمة دون تعامل مالي، وهو ما يهدف إلى تبسيط عملية استخراج وتجديد التراخيص وتقليل الأعباء المرتبطة بها.
انخفاض متوقع في تكاليف إصدار وتجديد التراخيص
ومن شأن الإجراءات الجديدة، بحسب وزارة الداخلية، أن تؤدي إلى انخفاض قيم رسوم إصدار وتجديد التراخيص، بالتزامن مع تقليل عدد خطوات التعامل المالي وإلغاء تقديم بعض معدات السلامة والطوارئ كجزء من إجراءات الترخيص.

The new procedures include the application of a one-stop-shop system in traffic units, allowing citizens to pay the service fee in one go through the electronic payment system, according to the type of license and the service fee announced on the informational boards inside the traffic units.
One Window and Electronic Payment
According to the procedures announced by the Ministry of Interior today (Wednesday), citizens will not be required to pay any additional amounts during the completion of the licensing procedures under any title, except for traffic violations that are collected through the traffic prosecution.
This step comes as part of the restructuring of the traffic services system aimed at reducing the number of financial transaction stages and simplifying procedures for citizens.
Egyptian Interior Minister Major General Mahmoud Tawfik reviewed during a meeting with President El-Sisi yesterday, Tuesday, the new vision for developing the traffic system, explaining that citizens will deal financially with one window and only once, while the remaining stages of obtaining the license will be completed without any financial transactions.
Cancellation of Fire Extinguisher and First Aid Kit Requirement
The new procedures also include the cancellation of the requirement to provide safety and emergency equipment when issuing or renewing licenses, which include: fire extinguishers, first aid kits, and reflective triangles.
The cancellation of these requirements, along with the reorganization of the payment mechanism, is expected to reduce the total amount that citizens bear when issuing or renewing licenses, according to what the Ministry of Interior announced.
When will the new procedures take effect?
The Ministry of Interior announced the start of the trial operation of the new procedures beginning Thursday, October 1, 2026, in all traffic units across the republic.
The trial operation comes in preparation for implementing the system according to the organized controls and procedures, aiming to expedite the provision of services and reduce the time and effort required to complete citizens' transactions.
What did President El-Sisi say about vehicle licenses?
The new procedures followed a meeting held by President Abdel Fattah El-Sisi yesterday, Tuesday, with Prime Minister Dr. Mostafa Madbouly, the Cabinet, governors, and several senior officials and leaders of the armed forces and police at the strategic command headquarters in the new capital.
During the meeting, President El-Sisi emphasized the necessity of taking the required actions to achieve the interests of citizens and enhance the level of services provided to them, directing the Ministry of Interior to rationalize the costs of vehicle licenses, while reiterating the importance of treating citizens well while they obtain services.
The official spokesperson for the presidency stated that the meeting reviewed what has been achieved over the past ten years in several service sectors, along with discussing the challenges facing these sectors and ways to address them.
The Interior Minister Reveals Details of the New Traffic System
During the same meeting, the Interior Minister explained that the ministry has completed a comprehensive vision for restructuring the traffic system, aiming to facilitate service delivery and rationalize and reduce the costs of obtaining licenses and traffic services.
The new system relies on financial transactions with citizens being conducted through one window and only once, while the remaining stages of the service are completed without any financial transactions, which aims to simplify the process of issuing and renewing licenses and reduce the associated burdens.
A decrease in the costs of issuing and renewing licenses is expected
According to the Ministry of Interior, the new procedures are expected to lead to a decrease in the fees for issuing and renewing licenses, coinciding with a reduction in the number of financial transaction steps and the cancellation of the requirement to provide some safety and emergency equipment as part of the licensing procedures.
