قبل أن تُعرف العلا بآثارها، عُرفت بإنسانها؛ فعلى امتداد آلاف السنين، ترك الإنسان هنا أثره في تفاصيل المكان؛ نقش على الصخور أسماءه وأمنياته وشواهد من حياته، بنى المدن والمدافن، وابتكر سبل الاستفادة من المياه، وزرع الواحة وغرس النخيل، وأسهم في جعل العلا محطة للحياة والتجارة والتواصل بين الحضارات. وبين نقوش جبل عِكمة، وآثار دادان والحِجر، ومزارع الواحة، لا نقرأ تاريخ مكان فحسب، بل قصة إنسان فهم بيئته، واستثمر في مواردها، وبنى فيها حياة استمرت من جيل إلى آخر.

ملامح المدن تغيّرها المشاريع، والاستثمارات تخلق الفرص، والبنى التحتية تمهّد للنمو، لكن استدامة أي تحول تبدأ بمن يملك المعرفة والمهارة والقدرة على قيادته. ومن هنا، لا يمكن النظر إلى تنمية القدرات البشرية في العلا باعتبارها مسارًا موازيًا لتنمية المكان، بل بوصفها الاستثمار الذي يمنح هذه التنمية معناها واستمراريتها.

وفي ظل رؤية السعودية 2030، لا يقتصر التحول الذي تشهده محافظة العلا على بناء وجهة استثنائية ذات مكانة رائدة على خارطة السياحة والثقافة والتراث عالميًا، بل يمتد إلى بناء قدرات أبناء وبنات المحافظة ليكونوا جزءًا من هذا التحول، والأهم أن يمتلكوا الأدوات التي تمكّنهم من قيادته وصناعة فصوله المقبلة.

ومع اتساع مسارات التنمية في العلا، من السياحة والثقافة والتراث إلى البيئة والزراعة والاقتصاد، تتسع الحاجة إلى كفاءات وطنية قادرة على تحويل هذه الفرص إلى أثر مستدام. ولهذا، تطورت جهود تنمية القدرات البشرية بالتوازي مع تطور العلا، واتسع نطاق الفرص التعليمية والتدريبية لتشمل مراحل مختلفة من حياة الإنسان؛ بدءًا من الطفولة المبكرة والتعليم، مرورًا بالتعليم الجامعي والابتعاث والتدريب والتأهيل المهني، وصولًا إلى التطوير المستمر والتعلم مدى الحياة.

فكلما اتسعت طموحات المكان، وجب أن تتسع معها قدرات الإنسان، لذا كان برنامج العلا للابتعاث، الذي انطلق قبل 8 أعوام، إحدى المحطات التي أسست لهذا التوجه من خلال 4 مراحل، أتاحت لأكثر من 1000 مبتعث ومبتعثة فرصة استكمال دراستهم الأكاديمية في تخصصات نوعية تتوافق مع احتياجات العلا ورؤيتها المستقبلية، إذ لا تكمن قيمة هذه التجربة في عدد المبتعثين فحسب، بل فيما يعودون به من معرفة وخبرات وتجارب، وما يمكن أن يسهموا به في بناء القطاعات التي تنمو اليوم في العلا.

ومع انضمام العلا إلى الشبكة العالمية لمدن التعلم التابعة لمنظمة اليونسكو، وتوسع المبادرات التعليمية والتدريبية التي يتجاوز عددها 12 برنامجًا ومبادرة أُطلقت على مدى الأعوام الماضية، استفاد منها أكثر من 12 ألف مستفيد ومستفيدة في مجالات ودرجات علمية متنوعة، أصبح التوجه أكثر شمولًا نحو بناء منظومة تتيح للإنسان فرصًا مستمرة للتعلم، وتمنحه القدرة على تطوير مهاراته ومعارفه كلما تغيرت احتياجاته أو تطورت متطلبات سوق العمل.

وقد انعكس ذلك في تنوع البرامج والمسارات والمبادرات التي تستهدف مراحل تعليمية ومهنية مختلفة، وفي بناء شراكات مع مؤسسات تعليمية وتدريبية محلية ودولية، بما يفتح أمام أبناء وبنات العلا مسارات أوسع للتعلم والتأهيل واكتساب الخبرات. فالهدف لا يقتصر على توفير فرصة تعليمية آنية، بل يتجاوز ذلك إلى بناء قاعدة من القدرات البشرية القادرة على النمو ومواكبة نمو العلا نفسها.

ما تحقق حتى اليوم يمكن وصفه بقاعدة ننطلق منها لمرحلة مقبلة. فكل قطاع جديد ينمو في العلا يخلق احتياجًا جديدًا للمعرفة والمهارات، وكل فرصة استثمارية أو سياحية أو ثقافية أو بيئية تفتح بدورها مجالًا لتخصصات ومهن وخبرات جديدة. ولهذا، فإن منظومة تنمية القدرات البشرية تحتاج بطبيعتها إلى أن تبقى متجددة، تستجيب للتحولات وتستبق الاحتياجات، وترتبط بصورة أوثق بين التعليم والتدريب والفرص التي يصنعها مستقبل العلا.

Before AlUla was known for its monuments, it was known for its people; for thousands of years, humans have left their mark here in the details of the place; they carved their names, wishes, and life testimonies into the rocks, built cities and tombs, innovated ways to utilize water, cultivated the oasis, planted palm trees, and contributed to making AlUla a hub for life, trade, and communication between civilizations. Between the inscriptions of Jabal Ikmah, and the ruins of Dadan and Al-Hijr, and the farms of the oasis, we do not just read the history of a place, but the story of a human who understood his environment, invested in its resources, and built a life that has continued from one generation to the next.

The features of cities are altered by projects, investments create opportunities, and infrastructure paves the way for growth, but the sustainability of any transformation begins with those who possess knowledge, skills, and the ability to lead it. Therefore, we cannot view the development of human capabilities in AlUla as a parallel path to the development of the place, but rather as the investment that gives this development its meaning and continuity.

In light of Saudi Vision 2030, the transformation taking place in AlUla is not limited to building an exceptional destination with a leading status on the global map of tourism, culture, and heritage, but extends to building the capacities of the sons and daughters of the province to be part of this transformation, and more importantly, to possess the tools that enable them to lead it and shape its upcoming chapters.

As the pathways of development in AlUla expand, from tourism and culture and heritage to environment, agriculture, and economy, the need for national competencies capable of turning these opportunities into sustainable impact grows. For this reason, efforts to develop human capabilities have evolved in parallel with the development of AlUla, and the scope of educational and training opportunities has broadened to include various stages of human life; starting from early childhood and education, through university education, scholarships, training, and professional qualification, up to continuous development and lifelong learning.

As the ambitions of the place expand, so too must the capabilities of its people, which is why the AlUla Scholarship Program, launched 8 years ago, is one of the milestones that established this direction through 4 phases, allowing more than 1,000 male and female scholars the opportunity to complete their academic studies in specialized fields that align with the needs and future vision of AlUla. The value of this experience lies not only in the number of scholars but also in the knowledge, experiences, and insights they bring back, and what they can contribute to building the sectors that are growing today in AlUla.

With AlUla joining the global network of learning cities under UNESCO, and the expansion of educational and training initiatives that number more than 12 programs and initiatives launched over the past years, benefiting more than 12,000 beneficiaries in various fields and academic degrees, the approach has become more comprehensive towards building a system that provides individuals with continuous learning opportunities, enabling them to develop their skills and knowledge as their needs change or as the labor market requirements evolve.

This is reflected in the diversity of programs, pathways, and initiatives targeting different educational and professional stages, and in building partnerships with local and international educational and training institutions, opening wider avenues for the sons and daughters of AlUla for learning, qualification, and gaining experiences. The goal is not limited to providing a momentary educational opportunity, but rather extends to building a foundation of human capabilities capable of growth and keeping pace with the growth of AlUla itself.

What has been achieved to date can be described as a foundation from which we launch into the next phase. Each new sector that grows in AlUla creates a new need for knowledge and skills, and every investment, tourism, cultural, or environmental opportunity in turn opens the door to new specializations, professions, and experiences. Therefore, the system for developing human capabilities needs to remain inherently dynamic, responding to transformations and anticipating needs, and linking more closely between education, training, and the opportunities created by the future of AlUla.
