«عكاظ» ترصد.. النساء يصدرن 216 ألف سجل تجاري في عامين - تواصل نيوز, اليوم الثلاثاء 30 ديسمبر 2025 11:18 صباحاً

كشف رصد أجرته «عكاظ» ارتفاعاً لافتاً في عدد المنشآت التجارية التي تمتلكها النساء في المملكة العربية السعودية، لتصل إلى 729,269 منشأة بنهاية الربع الثالث من العام 2025، مسجِّلة نمواً ملحوظاً بنسبة 42.29% مقارنة بالفترة المماثلة من عام 2023. ويُظهر الرصد أن إجمالي ملكية النساء للمنشآت يعادل 43.36% من إجمالي الملكية العامة للمنشآت في المملكة، إذ بلغ مجموع السجلات المملوكة للنساء 729,269 منشأة من أصل 1,681,723 منشأة، في مؤشر يعكس التحوّل النوعي في خريطة النشاط الاقتصادي. وخلال عامين فقط، تمكّنت النساء من افتتاح 216,739 منشأة جديدة (بمتوسط يقارب 297 منشأة يومياً)، ما يجسد حيوية وديناميكية الدور الاقتصادي للمرأة في السعودية وتوسع مشاركتها في مختلف القطاعات التجارية والاستثمارية.

ووفقاً للرصد، ارتفعت المنشآت التي تمتلكها النساء بمختلف أحجامها «متناهية الصغر، الصغيرة، المتوسطة، والكبيرة»، في دلالة واضحة على تنامي الحضور النسائي في جميع مستويات النشاط الاقتصادي. ويأتي هذا النمو مدعوماً بشراكة قوية بين الدولة والقطاع الخاص، الذي يعد شريكاً فاعلاً في إنجاح السياسات الاقتصادية للدولة، خصوصاً أن السعودية من ضمن دول G20، ما يعكس التنسيق الإستراتيجي بين القطاعين العام والخاص لتحقيق التنمية المستدامة.

ويأتي هذا الإنجاز في إطار رؤية المملكة 2030 الطموحة، وجهود الدولة بقيادة خادم الحرمين الشريفين الملك سلمان بن عبدالعزيز، وولي العهد الأمير محمد بن سلمان، التي ركّزت على تمكين المرأة السعودية وتعزيز مشاركتها الفاعلة في الاقتصاد الوطني، وتهيئة بيئة استثمارية محفزة ومرنة لرواد الأعمال، بما يعكس أثر السياسات الداعمة والمبادرات النوعية التي أطلقتها الجهات الحكومية لتسهيل تأسيس وإدارة المنشآت، وتمكين النساء من الإبداع والابتكار، والمساهمة بفاعلية في مسيرة التنمية الاقتصادية الشاملة.

575 منشأة كبرى.. نمت 151 %

ارتفع عدد المنشآت الجديدة (الكبيرة) المملوكة للنساء خلال عامين بنسبة 151.09% لتصل إلى 575 منشأة، فيما كان عددها في عام 2023 نحو 229 منشأة، بمتوسط دخول نحو 346 منشأة جديدة (كبيرة) في عامين، وتصنف المنشأة (كبيرة الحجم) إذا كان يعمل بها نحو 250 موظفاً أو أكثر، أو تتجاوز إيراداتها 200 مليون ريال.

وصعدت المنشآت المصنّفة ذات حجم «متوسط» بنسبة 148.05%، لتصل إلى 4,264 منشأة، بدخول 2,554 منشأة إلى سوق العمل (بمتوسط افتتاح أكثر من 3 منشآت ذات حجم متوسط يومياً)، وكان عدد المنشآت بنهاية الربع الثالث من عام 2023 نحو 1,719 منشأة، وتصنّف المنشأة (متوسطة الحجم) في حال بلغ عدد العاملين بها نحو «50 - 249 موظفاً» أو تبلغ إيراداتها «40 - 200 مليون ريال».

أما المنشآت الصغيرة، التي يتراوح عدد الموظفين بها بين 6 إلى 49 فرداً أو تبلغ إيراداتها من 3 - 40 مليون ريال، فارتفع عددها إلى 42,232 منشأة، بافتتاح 8,918 منشأة (بمتوسط تدشين أكثر من 12 منشأة متوسطة الحجم يومياً ولمدة عامين)، وكان عدد المنشآت بنهاية الربع الثالث من عام 2023 نحو 33,314 منشاة، أما الزيادة النسبية في عدد المنشآت الصغيرة فبلغت 26,77%.

«متناهية الصغر» الأعلى إقبالاً

تعدّ المنشآت متناهية الصغر الأعلى إقبالاً من النساء في فتح سجلاتها التجارية، ليصل عددها بنهاية الربع الثالث من العام الحالي 2025 إلى 682,198 منشأة، وخلال عامين تم افتتاح 204,930 منشأة جديدة (بمتوسط افتتاح 281 منشأة متناهية الصغر يومياً ولمدة عامين)، وبلغت نسبة ارتفاع المنشآت في عامين نحو 42.94%، وتصنّف المنشأة بأنها متناهية الصغر إذا بلغ عدد العاملين بها 5 عاملين فأقل، أو بلغت إيراداتها حتى 3 ملايين ريال.

88 نشاطاً.. تشييد المباني و«التجزئة» الأعلى استثماراً

كشف الرصد تنوّع واتساع استثمارات النساء في مختلف الأنشطة الاقتصادية بالمملكة، مع تركّز واضح في قطاعات التشييد والتجارة والخدمات، التي استحوذت على النصيب الأكبر من عدد المستثمرات من بين 88 نشاطاً يستثمرن فيها.

وتصدّر نشاط تشييد المباني قائمة عدد السجلات التجارية للنساء ليصل مجموع السجلات للنساء فيه إلى 115,371 سجلاً تجارياً، ثم تجارة التجزئة (باستثناء المركبات ذات المحركات والدراجات النارية) بعدد 96,205 سجلات تجارية للمستثمرات في النشاط.

وجاءت أنشطة خدمات الأطعمة والمشروبات في المرتبة الثالثة مسجلة 58,571 مستثمرة، تلتها أنشطة الخدمات الشخصية الأخرى بـ40,246 سجلاً تجارياً، ثم أنشطة التشييد المتخصصة بـ38,298 سجلاً تجارياً للنساء.

كما سجل نشاط تجارة الجملة والتجزئة وإصلاح المركبات 35,906 سجلات تجارية للسيدات، يليه نشاط تجارة الجملة (باستثناء المركبات) بـ28,810 مستثمرات، ثم نشاط التخزين وأنشطة الدعم للنقل بعدد 24,537 سجلاً تجارياً.

وفي المقابل، سجلت بعض الأنشطة أقل معدلات استثمار نسائي، من بينها تمويل التأمين وإعادة التأمين وصناديق المعاشات التقاعدية بعدد 10 مستثمرات فقط، وأنشطة الأسر المعيشية التي تستخدم أفراداً للعمل المنزلي بـ7 مستثمرات، إلى جانب أنشطة المنظمات والهيئات غير الخاضعة للولاية القضائية الوطنية، والأنشطة غير المتميزة لإنتاج السلع والخدمات للأسر المعيشية الخاصة، بمستثمرة واحدة لكل نشاط، ما يعكس تفاوتاً في توزّع الاستثمارات النسائية بين القطاعات الاقتصادية المختلفة.

ما أكثر القطاعات نمواً بين سيدات الأعمال؟

جاء قطاع تشييد المباني في الصدارة، إذ ارتفع عدد السجلات الجديدة لسيدات الأعمال فيه بمقدار 66,280 سجلاً تجارياً للمستثمرات بنهاية الربع الثالث من 2025، فيما سجّلت تجارة التجزئة (باستثناء المركبات ذات المحركات والدراجات النارية) زيادة بمقدار 26,592 سجلاً تجارياً للمستثمرات.

كما شهد قطاع التخزين وأنشطة الدعم للنقل نمواً بمقدار21,897 سجلاً تجارياً للسيدات، في حين ارتفعت أنشطة خدمات الأطعمة والمشروبات بمقدار 14,344 سجلاً للمستثمرات.

وفي مجال أنشطة التشييد المتخصصة، قفز عدد سجلات المستثمرات بمقدار 11,337 سجلاً تجارياً لسيدات الأعمال، بينما سجّل قطاع التعليم زيادة قدرها 10,893 سجلاً تجارياً للنساء.

ويعكس هذا النمو المستمر تزايد اهتمام النساء بالمشاركة في الأنشطة الاقتصادية المختلفة، خصوصاً في القطاعات الحيوية مثل البناء والتعليم والتجزئة، ما يعزّز دورهن في دعم الاقتصاد الوطني وتوسيع قاعدة الاستثمار النسائي.

ما أعلى الأنشطة في كل منطقة إدارية؟

اختلفت الأنشطة الجاذبة لسيدات الأعمال بحسب المناطق، إذ تصدّر نشاط «تشييد المباني» في كل من مناطق «الرياض، الشرقية، الحدود الشمالية، القصيم، حائل، نجران».

بينما تصدّرت تجارة التجزئة باستثناء المركبات ذات المحركات والدراجات النارية قائمة النشاطات النسائية في مناطق: «الباحة، الجوف، المدينة المنورة، تبوك، جازان، عسير، ومكة المكرمة».

يعكس هذا التوزيع النمو المتنامي لمشاركة النساء في القطاعات الاقتصادية المختلفة، ويؤكد دور السياسات الحكومية الداعمة في تعزيز ريادة الأعمال وتمكين المرأة السعودية عبر جميع مناطق المملكة، بما يتماشى مع رؤية المملكة 2030 الطموحة.

ما أبرز الحوافز والتسهيلات المقدمة للمستثمرات في السعودية؟

رصدت «عكاظ» وجود 6 حوافز رئيسية قُدِّمت للمستثمرين في السعودية من السعوديين وغير السعوديين، وهو ما ساهم في نمو عدد المستثمرات في السعودية خلال الفترة الماضية، ومن أبرز تلك الحوافز:

- أتيح للمستثمرات والمستثمرين في السعودية فتح السجل التجاري أو تجديده أو إضافة الأنشطة بسرعة فائقة دون الحاجة لزيارة فروع المركز السعودي للأعمال أو وزارة التجارة، وذلك خلال 180 ثانية فقط.

- تم إعفاء المنشآت الصغيرة ومتناهية الصغر من المقابل المالي لـ2 من العاملين فيها في حال كان إجمالي عدد العاملين بمن فيهم المالك 9 عاملين فقط، بشرط تفرغ المالك للعمل فيها، مع رفع عدد المعفيين إلى 4 عمال عند تفرغ المالك ووجود موظف سعودي يعمل بها.

- لدعم الصناعة، التي تعد من القطاعات المهمة جداً في الاقتصاد، تم إلغاء رسوم العمالة في المصانع، وهو يدعم القطاع ويسهم في خلق قيمة مضافة في الاقتصاد الوطني.

- تم إطلاق مبادرة لاسترداد الرسوم الحكومية للمنشآت الناشئة في السعودية، وشملت المبادرة 10 من الرسوم والتكاليف المالية، إذ تتضمن إعادة 80% من المقابل المالي للعامل الأجنبي، ونشر عقد التأسيس، والسجل التجاري، والرخص البلدية، واشتراكات «البريد السعودي» و«الغرف التجارية»، وتسجيل العلامة التجارية، وتراخيص الأنشطة الاقتصادية، وتحويل المؤسسة إلى شركة، إضافة إلى تسجيل براءة الاختراع التي أُدرجت في هذه النسخة؛ لتعزيز مسارات الابتكار والاختراع.

- تم دعم وتوظيف المواطنين في برنامج «تمهير» عبر تقديم دعم مالي للمستثمرين عند توظيف خريجين وخريجات سعوديين.

- كفل نظام الاستثمار المعاملة المتساوية للمستثمرين المحليين والأجانب، دون تمييز على أساس الجنس أو الجنسية، وهو ما ساهم في ارتفاع عدد المستثمرين الأجانب في السعودية إلى 58 ألف مستثمر أجنبي، وتضاعفه 4 مرات عن السابق.

A survey conducted by "Okaz" revealed a remarkable increase in the number of commercial establishments owned by women in the Kingdom of Saudi Arabia, reaching 729,269 establishments by the end of the third quarter of 2025, marking a significant growth of 42.29% compared to the same period in 2023. The survey shows that women's ownership of establishments accounts for 43.36% of the total public ownership of establishments in the Kingdom, with the total number of records owned by women being 729,269 out of 1,681,723 establishments, indicating a qualitative shift in the economic activity landscape. In just two years, women have managed to open 216,739 new establishments (averaging nearly 297 establishments daily), reflecting the vitality and dynamism of women's economic role in Saudi Arabia and their expanding participation in various commercial and investment sectors.

According to the survey, the number of establishments owned by women of various sizes—micro, small, medium, and large—has increased, clearly indicating the growing female presence at all levels of economic activity. This growth is supported by a strong partnership between the state and the private sector, which is a key partner in the success of the state's economic policies, especially since Saudi Arabia is among the G20 countries, reflecting the strategic coordination between the public and private sectors to achieve sustainable development.

This achievement comes within the framework of the ambitious Saudi Vision 2030 and the efforts of the state led by the Custodian of the Two Holy Mosques King Salman bin Abdulaziz and Crown Prince Mohammed bin Salman, which focused on empowering Saudi women and enhancing their active participation in the national economy, and creating a stimulating and flexible investment environment for entrepreneurs, reflecting the impact of supportive policies and qualitative initiatives launched by government entities to facilitate the establishment and management of enterprises, enabling women to innovate and contribute effectively to the comprehensive economic development process.

575 Major Establishments.. Increased by 151%

The number of new (large) establishments owned by women increased by 151.09% over two years, reaching 575 establishments, compared to about 229 establishments in 2023, with an average of approximately 346 new (large) establishments entering the market over two years. An establishment is classified as (large) if it employs around 250 employees or more, or if its revenues exceed 200 million riyals.

The number of establishments classified as "medium" increased by 148.05%, reaching 4,264 establishments, with 2,554 establishments entering the labor market (averaging more than 3 medium-sized establishments opening daily). The number of establishments by the end of the third quarter of 2023 was about 1,719 establishments, and an establishment is classified as (medium-sized) if it employs about "50 - 249 employees" or has revenues of "40 - 200 million riyals."

As for small establishments, which employ between 6 to 49 individuals or have revenues ranging from 3 - 40 million riyals, their number increased to 42,232 establishments, with 8,918 establishments opened (averaging more than 12 medium-sized establishments opened daily for two years). The number of establishments by the end of the third quarter of 2023 was about 33,314 establishments, with a relative increase in the number of small establishments of 26.77%.

“Micro” Establishments Most Popular

Micro establishments are the most popular among women for opening their commercial records, reaching a total of 682,198 establishments by the end of the third quarter of 2025. Over two years, 204,930 new micro establishments were opened (averaging 281 micro establishments opened daily for two years), with a growth rate of about 42.94%. An establishment is classified as micro if it employs 5 workers or fewer, or if its revenues are up to 3 million riyals.

88 Activities.. Building Construction and “Retail” Highest Investment

The survey revealed the diversity and expansion of women's investments in various economic activities in the Kingdom, with a clear concentration in the construction, trade, and services sectors, which accounted for the largest share of female investors among 88 activities in which they invest.

The construction activity topped the list of commercial records for women, with a total of 115,371 commercial records for women in this sector, followed by retail trade (excluding motor vehicles and motorcycles) with 96,205 commercial records for female investors in this activity.

Food and beverage services ranked third with 58,571 female investors, followed by other personal services with 40,246 commercial records, and specialized construction activities with 38,298 commercial records for women.

The wholesale and retail trade and vehicle repair activity recorded 35,906 commercial records for women, followed by wholesale trade (excluding vehicles) with 28,810 female investors, and storage and transport support activities with 24,537 commercial records.

Conversely, some activities recorded the lowest rates of female investment, including insurance and reinsurance financing and pension funds with only 10 female investors, and household activities employing domestic workers with 7 investors, along with organizations and entities not subject to national jurisdiction and undifferentiated activities for producing goods and services for private households, with one investor for each activity, reflecting a disparity in the distribution of female investments across different economic sectors.

Which Sectors Are Growing Most Among Businesswomen?

The construction sector led the way, with the number of new records for businesswomen increasing by 66,280 commercial records for female investors by the end of the third quarter of 2025, while retail trade (excluding motor vehicles and motorcycles) recorded an increase of 26,592 commercial records for female investors.

The storage and transport support activities sector also saw growth of 21,897 commercial records for women, while food and beverage services increased by 14,344 records for female investors.

In the field of specialized construction activities, the number of records for female investors jumped by 11,337 commercial records for businesswomen, while the education sector recorded an increase of 10,893 commercial records for women.

This continuous growth reflects the increasing interest of women in participating in various economic activities, especially in vital sectors such as construction, education, and retail, enhancing their role in supporting the national economy and expanding the base of female investment.

What Are the Most Prominent Activities in Each Administrative Region?

The activities attracting businesswomen varied by region, with the "building construction" activity leading in the regions of "Riyadh, Eastern Province, Northern Borders, Qassim, Ha'il, Najran."

Meanwhile, retail trade excluding motor vehicles and motorcycles topped the list of women's activities in the regions of "Al-Baha, Al-Jawf, Medina, Tabuk, Jazan, Asir, and Makkah."

This distribution reflects the growing participation of women in various economic sectors and confirms the role of supportive government policies in enhancing entrepreneurship and empowering Saudi women across all regions of the Kingdom, in line with the ambitious Saudi Vision 2030.

What Are the Key Incentives and Facilities Offered to Female Investors in Saudi Arabia?

"Okaz" has identified 6 main incentives provided to investors in Saudi Arabia, both Saudi and non-Saudi, which have contributed to the growth of the number of female investors in Saudi Arabia during the past period. Among these incentives are:

- Female investors and investors in Saudi Arabia can open or renew commercial records or add activities at a very fast pace without the need to visit branches of the Saudi Business Center or the Ministry of Commerce, all within just 180 seconds.

- Small and micro establishments have been exempted from the financial fees for 2 of their employees if the total number of employees, including the owner, is only 9 workers, provided the owner is fully dedicated to working in it, with the number of exempted employees raised to 4 when the owner is fully dedicated and a Saudi employee is working there.

- To support the industry, which is one of the very important sectors in the economy, labor fees in factories have been canceled, supporting the sector and contributing to creating added value in the national economy.

- An initiative has been launched to recover government fees for start-up establishments in Saudi Arabia, covering 10 fees and financial costs, including the return of 80% of the financial fee for foreign workers, publishing the articles of incorporation, commercial records, municipal licenses, subscriptions to "Saudi Post" and "Chambers of Commerce," trademark registration, economic activity licenses, converting the establishment into a company, in addition to registering patents included in this version to enhance innovation and invention pathways.

- Support and employment of citizens in the "Tamheer" program have been provided through financial support for investors when hiring Saudi graduates.

- The investment system guarantees equal treatment for local and foreign investors, without discrimination based on gender or nationality, which has contributed to an increase in the number of foreign investors in Saudi Arabia to 58,000 foreign investors, quadrupling from previous numbers.
