عزّزت السعودية، رئيسة مؤتمر الأطراف السادس عشر لاتفاقية الأمم المتحدة لمكافحة التصحر (UNCCD COP16)، دورها الريادي في قيادة الجهود الدولية لمواجهة تحديات الجفاف؛ من خلال عقد الجزء الوزاري من الاجتماع الثالث لـ(عملية تفاؤل) للقدرة على الصمود أمام الجفاف، الذي استضافته القاهرة، أمس (الأحد)، لتقديم التوجيه السياسي والإرشاد الإستراتيجي بشأن المسار المستقبلي، والإسهام في تهيئة الظروف المواتية لتحقيق مخرجات طموحة وناجحة في مؤتمر الأطراف السابع عشر (COP17)، المزمع عقده في منغوليا أغسطس القادم

وسبق الاجتماع الوزاري التشاوري غير الرسمي لـ(عملية تفاؤل) اجتماع فني؛ استكمالاً لمسار الحوار الذي انطلق بالاجتماع الأول الفني التشاوري غير الرسمي، وعُقد في بنما على هامش الدورة الـ23 للجنة استعراض تنفيذ الاتفاقية (CRIC23)، وتواصل خلال الاجتماع الثاني في بون في فبراير 2026م، إذ عززت هذه الاجتماعات مكانة (عملية تفاؤل) منصةً غير رسمية وبنّاءة للحوار المفتوح بين الأطراف، وأكدت أهمية الحفاظ على الزخم السياسي قبل انعقاد مؤتمر الأطراف السابع عشر.

وتواصل رئاسة الدورة السادسة عشرة لمؤتمر الأطراف بقيادة السعودية توجيه الزخم العالمي نحو تعزيز التعاون الدولي في حماية الأرض والمناخ والطبيعة، مؤكدة أهمية التنفيذ الطموح لما اتُّفِق عليه، وتسريع التحول نحو مستقبل أكثر قدرة على الصمود، وأكثر أمناً غذائياً، وأشد حفاظاً على الطبيعة.

وأوضح وكيل وزارة البيئة والمياه والزراعة للبيئة مستشار رئيس مؤتمر الأطراف الدكتور أسامة فقيها، أن الجفاف يمثّل تحديّاً عالمياً متعدد الأبعاد بات يلقي بظلاله على مختلف مناطق العالم، وأن منطقة الشرق الأوسط وأفريقيا من أكثر المناطق تضرراً منه.

وأكد أن الدور الريادي للمملكة على المستوى الدولي في هذا المجال يتجلى من خلال إطلاق «شراكة الرياض العالمية للاستعداد للجفاف»؛ وهي المبادرة الدولية الأكبر من نوعها في العالم لتعزيز الاستعداد الاستباقي للجفاف في الدول النامية قبل وقوعه، وهي الجهود التي أشادت بها الدول المشاركة، مشيراً إلى أن الاجتماعات الدولية المنعقدة تحت مظلة (تفاؤل) أتاحت مساحة كبيرة لتعزيز تبادل الآراء وتقريب وجهات النظر بين ممثلي المجموعات الإقليمية حول الآليات المتاحة لتعزيز التعاون المتعدد الأطراف لمواجهة تحديات الجفاف.

Saudi Arabia, the president of the sixteenth Conference of the Parties to the United Nations Convention to Combat Desertification (UNCCD COP16), has reinforced its leadership role in spearheading international efforts to address the challenges of drought; by holding the ministerial part of the third meeting of the (Optimism Process) for drought resilience, which took place in Cairo yesterday (Sunday), to provide political guidance and strategic direction regarding the future path, and to contribute to creating favorable conditions for achieving ambitious and successful outcomes at the seventeenth Conference of the Parties (COP17), scheduled to be held in Mongolia next August.

Prior to the informal consultative ministerial meeting of the (Optimism Process), a technical meeting was held; continuing the dialogue that began with the first informal technical consultative meeting, which took place in Panama on the sidelines of the 23rd session of the Committee for the Review of the Implementation of the Convention (CRIC23), and continued during the second meeting in Bonn in February 2026. These meetings have strengthened the position of the (Optimism Process) as an informal and constructive platform for open dialogue among the parties, emphasizing the importance of maintaining political momentum ahead of the seventeenth Conference of the Parties.

The presidency of the sixteenth session of the Conference of the Parties, led by Saudi Arabia, continues to direct global momentum towards enhancing international cooperation in protecting the land, climate, and nature, reaffirming the importance of ambitious implementation of what has been agreed upon, and accelerating the transition towards a more resilient, food-secure, and nature-conserving future.

The Undersecretary of the Ministry of Environment, Water, and Agriculture for the Environment, and advisor to the President of the Conference of the Parties, Dr. Osama Faqih, explained that drought represents a multi-dimensional global challenge that casts its shadow over various regions of the world, with the Middle East and Africa being among the most affected areas.

He affirmed that the Kingdom's leading role at the international level in this field is manifested through the launch of the "Global Riyadh Partnership for Drought Preparedness"; the largest international initiative of its kind in the world to enhance proactive drought preparedness in developing countries before it occurs, an effort that has been praised by participating countries. He pointed out that the international meetings held under the (Optimism) umbrella have provided a significant space for enhancing the exchange of views and bridging perspectives among representatives of regional groups regarding the available mechanisms to strengthen multilateral cooperation to address the challenges of drought.
