ألقى وزير الخارجية الأمير فيصل بن فرحان بن عبدالله، اليوم (السبت) في مدينة نيويورك، كلمة المملكة العربية السعودية في الجمعية العامة للأمم المتحدة في دورتها الحادية والثمانين، وفيما يلي نصها:

«بسم الله الرحمن الرحيم

أصحاب الجلالة والفخامة والسمو والمعالي،

معالي رئيس الجمعية العامة للأمم المتحدة، معالي الأمين العام للأمم المتحدة،

الحضور الكرام،

السلام عليكم ورحمة الله وبركاته.

نود في البداية أن نهنئ معالي السيد خليل الرحمن لانتخابه رئيسًا للدورة (الحادية والثمانين) للجمعية العامة للأمم المتحدة، متمنين له التوفيق والسداد في قيادة أعمال هذه الدورة، وأن نشكر معالي السيدة أنالينا بيربوك على جهودها المبذولة خلال رئاستها للدورة (الثمانين) للجمعية العامة.

ونعرب عن بالغ الشكر والتقدير لمعالي الأمين العام للأمم المتحدة السيد أنطونيو غوتيريش على جهوده المتواصلة في خدمة مقاصد الأمم المتحدة.

السيد الرئيس، تأتي أعمال هذه الدورة في مرحلة يشهد فيها العالم ومنظومة العمل متعدد الأطراف تحديات متسارعة وغير مسبوقة، فبينما تتواصل الأزمات والنزاعات في العديد من مناطق العالم، تتزايد الحاجة إلى التمسك بمبادئ ميثاق الأمم المتحدة، واحترام القانون الدولي، وتعزيز فاعلية المؤسسات الدولية في حفظ السلم والأمن، وتحقيق التنمية المستدامة.

السيد الرئيس، إن الأزمات لا تنتج عن غياب الموارد أو الفرص بقدر ما تنتج عن غياب الالتزام بالمبادئ التي توافق عليها المجتمع الدولي، ولقد تعرضت المملكة العربية السعودية ودول المنطقة لاعتداءات إيرانية غاشمة استهدفت أمنها ومقدراتها ومنشآتها المدنية والاقتصادية، وتجدد المملكة تأكيد حقها الكامل في حماية أمنها وسيادتها ومواطنيها والمقيمين على أراضيها ومقدراتها الوطنية، وتهيب بالمجتمع الدولي تحمُّل مسؤولياته في مواجهة كل ما يهدد السلم والأمن الدوليين.

إن أمن منطقة الخليج العربي جزء لا يتجزأ من أمن المنطقة والعالم، واستقرار هذه المنطقة الحيوية يرتبط مباشرة بأمن الطاقة العالمي، واستمرارية التجارة الدولية، واستدامة سلاسل الإمداد العالمية.

السيد الرئيس، إن حماية الملاحة الدولية واستدامة سلاسل الإمداد العالمية مسؤولية مشتركة، تتطلب تعاونًا دوليًا جادًا، يحول دون تعريض الاقتصاد العالمي لمخاطر تمس العالم أجمع. وتشدد المملكة في هذا الإطار على أهمية ضمان حماية حرية الملاحة في جميع الممرات المائية الدولية، وفي مقدمتها مضيقا هرمز وباب المندب والبحر الأحمر وخليج عدن، وعودة الأوضاع في مضيق هرمز إلى ما كانت عليه قبل 28 فبراير، وعدم فرض أي رسوم أو قيود، ورفضها لاستخدام أي طرف لهذه الممرات الحيوية كأداة للضغط أو التهديد أو الإضرار بمصالح الدول، بما يتماشى مع القانون الدولي والقرارات الأممية ذات الصلة.

السيد الرئيس، إن جهود استعادة الأمن والاستقرار في المنطقة، وبناء علاقات مستدامة بين دولها، لا يمكن أن تقوم على الهيمنة أو فرض النفوذ أو استغلال الأزمات، وإنما على الاحترام المتبادل، والمصالح المشتركة، وحسن الجوار، واحترام سيادة الدول، والالتزام الكامل بالقانون الدولي والقانون الإنساني الدولي. ومن هذا المنطلق، تدعم المملكة الجهود والمبادرات التي تسهم في خفض التصعيد، وفي مقدمتها جهود قطر وباكستان والدول الشقيقة والصديقة، بما يسهم في إعادة الاستقرار إلى المنطقة، وتهيئة الظروف للحوار والدبلوماسية، وتشدد على أهمية أن تكون أي ترتيبات تتصل بأمن المنطقة شاملة وفعالة ومستدامة، وأن تتعامل بصورة واضحة مع مصادر التهديد وعدم الاستقرار، وضرورة جعل المنطقة خالية بالكامل من أسلحة الدمار الشامل، وأن تخضع البرامج النووية السلمية للرقابة والتحقق والضمانات الدولية، بما يعزز الثقة ويحفظ الأمن الإقليمي والدولي.

السيد الرئيس، إن استمرار المعاناة التي يشهدها الشعب الفلسطيني في قطاع غزة والضفة الغربية، واستهداف الاحتلال الإسرائيلي للمدنيين، وعرقلة وصول المساعدات الإنسانية، ومحاولات التهجير القسري، واستمرار التوسع الاستيطاني غير القانوني، تمثل انتهاكات خطيرة للقانون الدولي والقانون الدولي الإنساني. وتؤكد المملكة رفض جميع محاولات التهجير أو تغيير واقع الأرض الفلسطينية، كما تشدد على أن السلام العادل والدائم لا يمكن أن يتحقق إلا من خلال تنفيذ حل الدولتين، وإقامة دولة فلسطينية مستقلة على حدود عام 1967 وعاصمتها القدس الشرقية.

وتؤكد المملكة أهمية دعم الجهود الرامية إلى التوصل إلى حل سياسي شامل يضمن استقرار اليمن، ودعم اقتصاده، وتخفيف المعاناة الإنسانية لشعبه الشقيق. وقدمت المملكة مساعدات إنسانية وتنموية للجمهورية اليمنية بأكثر من (29) مليار دولار أمريكي، وتبوأت المملكة المركز الأول كأعلى جهة مانحة للمساعدات الإنسانية للجمهورية اليمنية في عام 2025م.

وترحب المملكة في هذا الإطار بالبيان الصادر عن أعضاء مجلس الأمن وما تضمنه من إدانة للهجمات بالصواريخ والطائرات المسيّرة التي شنتها ميليشيا الحوثي الإرهابية ضد المملكة والسفن التجارية، كما تدعو المملكة المجتمع الدولي لرفض وإدانة كل ما تقوم به ميليشيا الحوثي الإرهابية من عدوان واعتداءات إجرامية وسعيها لتهديد أمن الملاحة في البحر الأحمر ومضيق باب المندب.

وفي السودان، تؤكد المملكة أهمية استقرار السودان، والحفاظ على وحدته وسلامة أراضيه ومقدراته ومؤسساته الوطنية، وأن الحل للأزمة هو حل سياسي سوداني-سوداني، يحترم سيادة ووحدة السودان، ويقوم على دعم مؤسسات الدولة السودانية، بما يحقق تطلعات الشعب السوداني ويخفف من معاناته الإنسانية ويعزز أمنه واستقراره.

وتدعم المملكة كل ما من شأنه تعزيز أمن سوريا واستقرارها ووحدة أراضيها، وترحب بإعلان الولايات المتحدة الأمريكية إلغاء تصنيف سوريا دولةً راعيةً للإرهاب؛ لما في ذلك من دور في تمكينها من بدء مسار البناء والتنمية. وتؤكد رفضها لأي انتهاكات تقوض الجهود المبذولة لإعادة الاستقرار والأمن داخل سوريا وتمس سيادة سوريا أو سلامة أراضيها.

وفي لبنان، تجدد المملكة دعمها للدولة اللبنانية ومؤسساتها الشرعية، وتنفيذ اتفاق الطائف، وحصر السلاح بيد الدولة، والحفاظ على سيادة لبنان وأمنه واستقراره.

كما تؤكد المملكة دعم كل ما يسهم في تحقيق الأمن والاستقرار والرخاء للعراق وشعبه الشقيق، وتتطلع المملكة إلى ما تبذله الحكومة العراقية من خطوات بناءة في سبيل ترسيخ حالة الأمن واستقلالية القرار وحصر السلاح بيد الدولة، بما يؤكد سيادة العراق، ويحفظ أمنه واستقراره، وألا تكون الأراضي العراقية مصدرًا للاعتداءات على الدول المجاورة للعراق.

السيد الرئيس، إن ما تحقق من إنجازات من خلال رؤية المملكة 2030 بعد (10) أعوام من إطلاقها يمثل نموذجًا للتحول الوطني الشامل، القائم على التنويع الاقتصادي، والاستثمار في الإنسان، وتعزيز الابتكار، وتمكين الشباب والمرأة، وتنمية القطاع الخاص، وترسيخ الاستدامة. فقد أسهمت الرؤية في تعزيز مكانة المملكة مركزًا إقليميًا ودوليًا للأعمال والاستثمار والسياحة والصناعة والتقنية والخدمات اللوجستية. وفي هذا الإطار، بلغت مساهمة الأنشطة غير النفطية في الناتج المحلي الإجمالي غير النفطي 55%، وشهدت معدلات البطالة بين السعوديين انخفاضًا لتصل اليوم إلى 6,4% في عام 2026، مقارنة بـ12,3% في عام 2016.

السيد الرئيس، يرتكز أمن الطاقة على متانة ومرونة منظومة الطاقة، وقدرتها على مواجهة الاضطرابات والتكيف معها. كما أن ضمان استقرار إمدادات الطاقة، وحماية البنية التحتية الحيوية، وتنويع مسارات الإمداد، وحماية حرية الملاحة مسؤولية مشتركة تتطلب تعاونًا دوليًا مستمرًا. وجسدت المملكة هذا الالتزام عمليًا خلال الاضطرابات التي شهدتها حركة الملاحة البحرية عبر مضيق هرمز، حيث حافظت على استمرارية تدفق إمدادات الطاقة بفضل استثماراتها طويلة الأمد في البنية التحتية. كما أسهم خط أنابيب (شرق-غرب)، إلى جانب مخزوناتها البترولية خارج المنطقة، في الحد من آثار تلك الاضطرابات، وتعزيز موثوقية الإمدادات للأسواق العالمية.

وتؤكد المملكة أن أمن الطاقة والعمل المناخي هدفان متكاملان، وانطلاقًا من هذا النهج، تؤكد المملكة أهمية عدم إقصاء أي مصدر من مصادر الطاقة، واتباع مسارات انتقالية واقعية وشاملة تحقق أمن الطاقة، وحماية المناخ، وتدعم التنمية الاقتصادية، الأمر الذي أسهم في جعل المملكة من الدول الأقل عالميًا في كثافة انبعاثات الكربون والميثان من عمليات إنتاج الموارد الهيدروكربونية.

وتواصل المملكة تطوير منظومة طاقة أكثر كفاءة واستدامة، من خلال تطبيق تقنيات إدارة خفض الانبعاثات، بما في ذلك التقاط الكربون واستخدامه وتخزينه وإزالته، والتوسع في الطاقة المتجددة وتوظيف الابتكار، وإنتاج الوقود المستدام، بما فيه الهيدروجين النظيف، بما يدعم أمن الطاقة، ويعزز من كفاءة استخدام الموارد، ويساهم في تحقيق الاستدامة.

السيد الرئيس، في ظل ما شهدته منطقتنا من ظروف استثنائية وتوترات متسارعة، فقد تمكنت المملكة من المساهمة في استقرار حركة التجارة الإقليمية والدولية، وضمان استمرارية تدفقات التجارة العالمية، ونقل حركة الاستيراد والتصدير بسلاسة من سواحلها الشرقية إلى الغربية، ليس لخدمة المملكة فحسب، بل لدعم دول المنطقة والعالم أيضًا. كما قدمت المملكة دعمًا لوجستيًا لدول الجوار خلال الأزمة الحالية، من خلال فتح مطاراتها ومنافذها لتسهيل حركة نقل الأفراد والبضائع، بما يعكس التزامها بمسؤولياتها الإنسانية والإقليمية والدولية.

في ظل ما يشهده العالم من تطورات متسارعة في مجال الذكاء الاصطناعي، تؤكد المملكة أهمية تسخير هذه التقنيات لخدمة الإنسان والتنمية، وتعزيز التعاون الدولي بما يضمن الاستخدام المسؤول لها. وفي هذا الإطار، كانت المملكة رائدة في إنشاء الشبكة الدولية لمراكز بناء القدرات في مجال الذكاء الاصطناعي، وهي إحدى التوصيات المنبثقة من ميثاق المستقبل، وتستضيف المملكة المركز الدولي لأبحاث وأخلاقيات الذكاء الاصطناعي في مدينة الرياض تحت رعاية اليونسكو، بما يعزز التعاون الدولي في هذا المجال، ويسهم في ترسيخ المبادئ الأخلاقية لتطوير واستخدام تطبيقات الذكاء الاصطناعي.

ختامًا، إن عالمنا اليوم بحاجة إلى أكبر قدر من الحكمة والمسؤولية والتعاون، فالتحديات التي تواجهنا لا يمكن لأي دولة أن تتعامل معها منفردة، ولا يترسخ الأمن ويستديم إلا بالالتزام بالمبادئ التي قام عليها ميثاق الأمم المتحدة واحترام القانون الدولي. وستواصل المملكة العمل مع شركائها في المجتمع الدولي لتعزيز التنمية المستدامة، والحلول السلمية للأزمات، ودعم كل مسار يرسخ الاستقرار، ويعزز الثقة، ويقوم على الاحترام المتبادل لبناء مستقبل أكثر أمنًا وازدهارًا للمنطقة والعالم».

The Minister of Foreign Affairs, Prince Faisal bin Farhan bin Abdullah, delivered the Kingdom of Saudi Arabia's speech at the 81st session of the United Nations General Assembly today (Saturday) in New York. Below is the text:

“In the name of Allah, the Most Gracious, the Most Merciful

Your Majesties, Excellencies, and Honorable Guests,

Mr. President of the United Nations General Assembly, Mr. Secretary-General of the United Nations,

Distinguished attendees,

Peace be upon you and the mercy of Allah and His blessings.

At the outset, we would like to congratulate His Excellency Mr. Khalil Al-Rahman on his election as President of the 81st session of the United Nations General Assembly, wishing him success and guidance in leading the work of this session, and we thank Her Excellency Ms. Annalena Baerbock for her efforts during her presidency of the 80th session of the General Assembly.

We express our deep gratitude and appreciation to His Excellency the Secretary-General of the United Nations, Mr. Antonio Guterres, for his continuous efforts in serving the purposes of the United Nations.

Mr. President, the work of this session comes at a time when the world and the multilateral system are facing unprecedented and accelerating challenges. While crises and conflicts continue in many parts of the world, there is an increasing need to adhere to the principles of the United Nations Charter, respect international law, and enhance the effectiveness of international institutions in maintaining peace and security and achieving sustainable development.

Mr. President, crises do not arise from a lack of resources or opportunities as much as they arise from a lack of commitment to the principles agreed upon by the international community. The Kingdom of Saudi Arabia and the countries of the region have been subjected to brutal Iranian attacks targeting their security, capabilities, and civilian and economic facilities. The Kingdom reaffirms its full right to protect its security, sovereignty, citizens, residents on its territory, and national resources, and calls upon the international community to assume its responsibilities in confronting all that threatens international peace and security.

The security of the Arabian Gulf region is an integral part of the security of the region and the world. The stability of this vital region is directly linked to global energy security, the continuity of international trade, and the sustainability of global supply chains.

Mr. President, protecting international navigation and ensuring the sustainability of global supply chains is a shared responsibility that requires serious international cooperation to prevent exposing the global economy to risks that affect the entire world. In this context, the Kingdom emphasizes the importance of ensuring the protection of freedom of navigation in all international waterways, foremost among them the Strait of Hormuz, Bab el-Mandeb, the Red Sea, and the Gulf of Aden, restoring the situation in the Strait of Hormuz to what it was before February 28, and rejecting the imposition of any fees or restrictions. It also rejects the use of these vital waterways by any party as a tool for pressure, threats, or harming the interests of states, in accordance with international law and relevant UN resolutions.

Mr. President, efforts to restore security and stability in the region and build sustainable relations among its countries cannot be based on hegemony, imposing influence, or exploiting crises, but rather on mutual respect, common interests, good neighborliness, respect for state sovereignty, and full commitment to international law and international humanitarian law. From this standpoint, the Kingdom supports efforts and initiatives that contribute to de-escalation, foremost among them the efforts of Qatar, Pakistan, and brotherly and friendly countries, which contribute to restoring stability to the region and creating conditions for dialogue and diplomacy. It emphasizes the importance of ensuring that any arrangements related to the security of the region are comprehensive, effective, and sustainable, and that they clearly address the sources of threats and instability, and the necessity of making the region completely free of weapons of mass destruction, and that peaceful nuclear programs are subject to international oversight, verification, and guarantees, which enhances trust and preserves regional and international security.

Mr. President, the ongoing suffering of the Palestinian people in Gaza and the West Bank, the targeting of civilians by the Israeli occupation, the obstruction of humanitarian aid, attempts at forced displacement, and the continuation of illegal settlement expansion represent serious violations of international law and international humanitarian law. The Kingdom reaffirms its rejection of all attempts at displacement or changing the reality of Palestinian land, and emphasizes that a just and lasting peace can only be achieved through the implementation of the two-state solution, establishing an independent Palestinian state on the 1967 borders with East Jerusalem as its capital.

The Kingdom emphasizes the importance of supporting efforts aimed at reaching a comprehensive political solution that ensures the stability of Yemen, supports its economy, and alleviates the humanitarian suffering of its brotherly people. The Kingdom has provided humanitarian and developmental assistance to the Republic of Yemen amounting to more than $29 billion, and it ranked first as the highest donor of humanitarian assistance to the Republic of Yemen in 2025.

In this context, the Kingdom welcomes the statement issued by the members of the Security Council, which included condemnation of the missile and drone attacks carried out by the terrorist Houthi militia against the Kingdom and commercial ships. The Kingdom also calls on the international community to reject and condemn all acts of aggression and criminal attacks carried out by the terrorist Houthi militia and its attempts to threaten the security of navigation in the Red Sea and the Bab el-Mandeb Strait.

In Sudan, the Kingdom emphasizes the importance of stabilizing Sudan, preserving its unity, territorial integrity, resources, and national institutions, and that the solution to the crisis is a Sudanese-Sudanese political solution that respects Sudan's sovereignty and unity and supports the institutions of the Sudanese state, achieving the aspirations of the Sudanese people, alleviating their humanitarian suffering, and enhancing their security and stability.

The Kingdom supports all that contributes to enhancing the security and stability of Syria and the unity of its territory, and welcomes the announcement by the United States of America to remove Syria from the list of state sponsors of terrorism; as this plays a role in enabling it to begin a path of reconstruction and development. It reaffirms its rejection of any violations that undermine efforts to restore stability and security within Syria and affect Syria's sovereignty or territorial integrity.

In Lebanon, the Kingdom renews its support for the Lebanese state and its legitimate institutions, the implementation of the Taif Agreement, the restriction of arms to the state, and the preservation of Lebanon's sovereignty, security, and stability.

The Kingdom also affirms its support for all that contributes to achieving security, stability, and prosperity for Iraq and its brotherly people, and looks forward to the constructive steps taken by the Iraqi government to establish security, independence of decision-making, and the restriction of arms to the state, which affirms Iraq's sovereignty and preserves its security and stability, and ensures that Iraqi territory is not a source of aggression against neighboring countries.

Mr. President, the achievements made through the Kingdom's Vision 2030 after ten years of its launch represent a model for comprehensive national transformation based on economic diversification, investment in people, enhancing innovation, empowering youth and women, developing the private sector, and establishing sustainability. The vision has contributed to enhancing the Kingdom's position as a regional and international center for business, investment, tourism, industry, technology, and logistics services. In this context, the contribution of non-oil activities to the non-oil GDP reached 55%, and unemployment rates among Saudis have decreased to 6.4% in 2026, compared to 12.3% in 2016.

Mr. President, energy security is based on the robustness and flexibility of the energy system and its ability to withstand and adapt to disruptions. Ensuring the stability of energy supplies, protecting vital infrastructure, diversifying supply routes, and safeguarding freedom of navigation is a shared responsibility that requires continuous international cooperation. The Kingdom has embodied this commitment practically during the disruptions experienced in maritime navigation through the Strait of Hormuz, as it maintained the continuity of energy supply flows thanks to its long-term investments in infrastructure. The East-West pipeline, along with its oil reserves outside the region, has helped mitigate the impacts of those disruptions and enhance the reliability of supplies to global markets.

The Kingdom affirms that energy security and climate action are complementary goals, and based on this approach, it emphasizes the importance of not excluding any source of energy and following realistic and inclusive transitional pathways that achieve energy security, protect the climate, and support economic development, which has contributed to making the Kingdom one of the least carbon and methane-intensive countries globally from hydrocarbon resource production processes.

The Kingdom continues to develop a more efficient and sustainable energy system by applying emission reduction management technologies, including carbon capture, utilization, and storage, and expanding renewable energy and employing innovation, and producing sustainable fuels, including clean hydrogen, which supports energy security, enhances resource efficiency, and contributes to achieving sustainability.

Mr. President, in light of the exceptional conditions and accelerating tensions our region has witnessed, the Kingdom has been able to contribute to stabilizing regional and international trade, ensuring the continuity of global trade flows, and smoothly transferring import and export activities from its eastern to western coasts, not only to serve the Kingdom but also to support the countries of the region and the world. The Kingdom has also provided logistical support to neighboring countries during the current crisis by opening its airports and ports to facilitate the movement of people and goods, reflecting its commitment to its humanitarian, regional, and international responsibilities.

In light of the rapid developments in the field of artificial intelligence, the Kingdom emphasizes the importance of harnessing these technologies for the service of humanity and development, and enhancing international cooperation to ensure their responsible use. In this context, the Kingdom has been a pioneer in establishing the international network of capacity-building centers in the field of artificial intelligence, which is one of the recommendations arising from the Charter of the Future, and hosts the International Center for Research and Ethics of Artificial Intelligence in Riyadh under the auspices of UNESCO, which enhances international cooperation in this field and contributes to establishing ethical principles for the development and use of artificial intelligence applications.

In conclusion, our world today needs the greatest amount of wisdom, responsibility, and cooperation. The challenges we face cannot be dealt with by any one country alone, and security can only be established and sustained by adhering to the principles on which the United Nations Charter is based and respecting international law. The Kingdom will continue to work with its partners in the international community to promote sustainable development, peaceful solutions to crises, and support every path that establishes stability, enhances trust, and is based on mutual respect to build a safer and more prosperous future for the region and the world.”
