رفع وزير المالية رئيس مجلس إدارة هيئة الزكاة والضريبة والجمارك محمد الجدعان الرسوم الجمركية على 580 منتجاً، ضمن قرار تضمن تعديل فئة الرسوم الجمركية بما يتوافق مع السقوف التي التزمت بها السعودية في منظمة التجارة العالمية، وبما يعزز تنافسية المنتجات والصناعات الوطنية.
وجاء القرار استناداً إلى الصلاحيات النظامية، وبعد الاطلاع على لائحة الرسوم الجمركية، وما رفعته الجهات المختصة وعلى رأسها وزارة الصناعة والثروة المعدنية، التي أوصت برفع الرسوم لحماية المنتجات المحلية وتشجيع توطين الصناعات.
وأكد القرار أن هذه التعديلات تأتي في إطار جهود المملكة لدعم وتشجيع الصناعة الوطنية، ومنحها الحماية اللازمة أمام المنتجات المستوردة، مع الالتزام الكامل بالاتفاقيات الدولية.
وشملت التعديلات الجديدة فئات واسعة من السلع المستوردة، بهدف توفير حماية للمنتج المحلي ودعم مسيرة التوطين في القطاع الصناعي، من أبرزها قطاع المنتجات الغذائية الأساسية والجاهزة، شملت لحوم حيوانات فصيلة الأبقار، والأسماك مثل الباغة والقاروس المجمدة والطازجة، وتراوحت الرسوم عليها بين 6% و15%. كما ارتفعت الرسوم على الحبوب والمحاصيل مثل الذرة الحلوة وعسل النحل الطبيعي ومخاليط الخضر، إضافة إلى الشاي بأنواعه.
وتضمن القرار كذلك منتجات الزيوت والدهون، حيث طالت الزيادة الزيوت الخام النباتية وزيوت الخروع والسمسم والدهون والشحوم الحيوانية والنباتية والمرجرين. أما في قطاع المحضرات الغذائية والمخبوزات، فقد تضمنت الزيادة محضرات الدواجن والوجبات الجاهزة المحتوية على اللحوم والأسماك المحضرة والمحفوظة، والعجائن الغذائية المجمدة والمحضرة، وأنواع الخبز، والحلويات الشرقية كالكنافة والبقلاوة، ومساحيق الآيسكريم. كما شملت الزيادة البقوليات والتمور، حيث تم رفع الرسوم على الفاصوليا، وبعض أنواع البندورة (الطماطم) الكاملة والمقطعة أو في شكل هريس، إضافة إلى منتجات التمور.
وفي ما يخص المشروبات والسكريات، ارتفعت الرسوم على بعض أنواع السكريات التي تحتوي على منكهات أو مواد تلوين مضافة، والأصناف البلورية والمكعبة أو المسحوقة منها. كما شمل القرار أيضاً مساحيق تحضير أغذية الرضع والأطفال التي يدخل في أساسها الحليب.
The Minister of Finance and Chairman of the Board of Directors of the Zakat, Tax and Customs Authority, Mohammed Al-Jadaan, has raised customs duties on 580 products, as part of a decision that includes amending the customs duty categories in accordance with the ceilings committed by Saudi Arabia in the World Trade Organization, and in a way that enhances the competitiveness of national products and industries.
The decision was based on regulatory authorities, after reviewing the customs duty schedule and the recommendations submitted by the relevant authorities, led by the Ministry of Industry and Mineral Resources, which recommended raising the duties to protect local products and encourage the localization of industries.
The decision confirmed that these amendments are part of the Kingdom's efforts to support and encourage national industry, providing it with the necessary protection against imported products, while fully adhering to international agreements.
The new amendments included a wide range of imported goods, aimed at providing protection for local products and supporting the localization process in the industrial sector, most notably in the sector of basic and ready-made food products, including beef, and fish such as frozen and fresh grouper and bass, with duties ranging between 6% and 15%. Additionally, duties on grains and crops such as sweet corn, natural honey, and vegetable mixes have increased, as well as on all types of tea.
The decision also included products related to oils and fats, where the increase affected crude vegetable oils, castor oil, sesame oil, animal and vegetable fats and greases, and margarine. In the sector of food preparations and baked goods, the increase included poultry preparations and ready meals containing prepared and preserved meats and fish, frozen and prepared food pastes, types of bread, Eastern sweets such as kunafa and baklava, and ice cream powders. The increase also affected legumes and dates, with raised duties on beans and certain types of whole and chopped tomatoes or in puree form, in addition to date products.
Regarding beverages and sugars, duties on certain types of sugars containing added flavorings or coloring agents have increased, as well as crystalline, cubed, or powdered varieties. The decision also included preparations for infant and children's foods that are primarily based on milk.
