حذرت الصين الأمم المتحدة من التوسع السريع لأقمار «ستارلينك» الصناعية المملوكة للملياردير الأمريكي إيلون ماسك، مؤكدة أنها تشكل تهديدات واضحة للسلامة والأمن على المستوى العالمي.

وأعرب ممثل الصين، في اجتماع غير رسمي لمجلس الأمن الدولي «آلية أريا»، عن قلق بكين البالغ من التوسع السريع لمجموعات الأقمار الصناعية التجارية، مشيراً بشكل مباشر إلى مشروع «ستارلينك» التابع لشركة SpaceX الأمريكية التي يرأسها إيلون ماسك.

وصرح ممثل الصين في الاجتماع، الذي دعا إليه الجانب الروسي لمناقشة قضايا الأقمار الصناعية في المدار الأرضي المنخفض: «مع التوسع السريع للأنشطة التجارية في الفضاء، أدى الانتشار غير المنضبط لمجموعات الأقمار الصناعية التجارية من قبل دولة معينة، في ظل غياب التنظيم الفعال، إلى إثارة تحديات واضحة في مجالي السلامة والأمن على المستوى العالمي».

حوادث خطيرة في الفضاء

وأشار الدبلوماسي الصيني إلى أن «ستارلينك» التي تضم حالياً أكثر من 10 آلاف قمر صناعي نشط، تسببت في حوادث خطيرة سابقة، أبرزها اقتراب خطير مرتين لأقمار «ستارلينك» من محطة الفضاء الصينية «تيانغونغ» عام 2021، مما اضطر المحطة إلى إجراء مناورات طارئة لتجنب التصادم، وشكل ذلك تهديداً خطيراً لحياة رواد الفضاء الصينيين.

وكشف تفكك أحد أقمار «ستارلينك» أخيراً، في ديسمبر 2025 وتوليد أكثر من 100 قطعة من الحطام الفضائي، مما يهدد بشكل خاص الأقمار والمركبات الفضائية التابعة للدول النامية التي تفتقر إلى قدرات التحكم الدقيق في المدار.

كما اتهم الممثل الصيني بعض أقمار «ستارلينك» بتقديم خدمات اتصالات عابرة للحدود دون موافقة الدول المعنية، معتبراً ذلك تدخلاً في الشؤون الداخلية. وأشار إلى استخدام الخدمة من قبل جماعات إرهابية وانفصالية وشبكات احتيال إلكتروني في مناطق مثل الساحل الأفريقي وجنوب آسيا وجنوب شرق آسيا.

خطر يهدد معاهدة الفضاء الخارجي

ودعا الجانب الصيني الدول إلى الالتزام الصارم بمعاهدة الفضاء الخارجي (1967) وتعزيز الرقابة على الأنشطة التجارية الفضائية الخاصة ببلدانها لضمان سلامة وأمن الفضاء المشترك.

ويعد مشروع «ستارلينك» هو أكبر كوكبة أقمار صناعية تجارية في العالم، ويهدف إلى توفير إنترنت عالي السرعة في جميع أنحاء الكوكب، بما في ذلك المناطق النائية.

وحتى نهاية 2025، يوجد أكثر من 10 آلاف قمر «ستارلينك» نشط في المدار الأرضي المنخفض، أي نحو 550 كم، وتشكل نحو ثلثي إجمالي الأقمار الصناعية النشطة في هذا المدار (نحو 13 ألف قمر نشط إجمالاً)، إذ تخطط SpaceX للوصول إلى 42 ألف قمر في المستقبل.

بدورها، تطور الصين مشاريع منافسة مثل «Qianfan» (الألفية) و«Guowang»، وتسعى لإطلاق عشرات الآلاف من الأقمار خلال العقد القادم. في الوقت نفسه، يثير الازدحام المتزايد في المدار المنخفض مخاوف علمية وعسكرية مشتركة من زيادة مخاطر التصادم وتوليد الحطام الفضائي.

ورداً على التصريحات الصينية، أعلنت SpaceX خطة لخفض ارتفاع أكثر من 4400 قمر صناعي إلى مدار أقل (نحو 480 كم) خلال عام 2026؛ بهدف تقليل مخاطر التصادم وزيادة سرعة خروج الأقمار الفاشلة من المدار.

China has warned the United Nations about the rapid expansion of the "Starlink" satellites owned by American billionaire Elon Musk, stating that they pose clear threats to global safety and security.

The Chinese representative expressed Beijing's deep concern about the rapid expansion of commercial satellite groups during an informal meeting of the UN Security Council's "Arria Formula," directly referring to the "Starlink" project of the American company SpaceX, headed by Elon Musk.

During the meeting, which was called by the Russian side to discuss issues related to low Earth orbit satellites, the Chinese representative stated: "With the rapid expansion of commercial activities in space, the uncontrolled proliferation of commercial satellite groups by a certain country, in the absence of effective regulation, has raised clear challenges in the areas of safety and security at the global level."

Serious Incidents in Space

The Chinese diplomat pointed out that "Starlink," which currently includes more than 10,000 active satellites, has caused serious incidents in the past, most notably two close encounters of "Starlink" satellites with the Chinese space station "Tiangong" in 2021, which forced the station to conduct emergency maneuvers to avoid collision, posing a serious threat to the lives of Chinese astronauts.

He revealed that the breakup of one of the "Starlink" satellites recently, in December 2025, generated more than 100 pieces of space debris, particularly threatening satellites and spacecraft belonging to developing countries that lack precise orbital control capabilities.

The Chinese representative also accused some "Starlink" satellites of providing cross-border communication services without the consent of the concerned countries, considering this an interference in internal affairs. He noted the use of the service by terrorist groups, separatists, and cyber fraud networks in regions such as the African coast, South Asia, and Southeast Asia.

Threat to the Outer Space Treaty

The Chinese side called on countries to strictly adhere to the Outer Space Treaty (1967) and to enhance oversight of commercial space activities in their countries to ensure the safety and security of shared space.

The "Starlink" project is the largest constellation of commercial satellites in the world, aiming to provide high-speed internet across the globe, including remote areas.

As of the end of 2025, there are more than 10,000 active "Starlink" satellites in low Earth orbit, approximately 550 km, constituting about two-thirds of the total active satellites in this orbit (around 13,000 active satellites in total), as SpaceX plans to reach 42,000 satellites in the future.

For its part, China is developing competing projects such as "Qianfan" (Millennium) and "Guowang," aiming to launch tens of thousands of satellites over the next decade. At the same time, the increasing congestion in low orbit raises shared scientific and military concerns about the heightened risk of collisions and the generation of space debris.

In response to the Chinese statements, SpaceX announced a plan to lower the altitude of more than 4,400 satellites to a lower orbit (around 480 km) during 2026; aiming to reduce collision risks and increase the speed of removing failed satellites from orbit.
