ليست القوة أن تكون الأسرع إلى السلاح، ولا الحكمة أن تصبر بلا نهاية. وبين الاثنين تُعرف هيبة الدول، أن تمنح السلام فرصته كاملة، وأن تملك من الحزم ما يحميها حين تُستنفد تلك الفرص. فالدولة القوية لا تبحث عن الحرب لتثبت قوتها، ولا تجعل حرصها على تجنبها باباً مفتوحاً لاختبار سيادتها. وتلك معادلة عرفتها السعودية منذ تأسيسها؛ تمد يدها لمن يقصدها بسلام، وتدرك أن حماية الأرض والإنسان ليست موضع مساومة.
ولعل ما تعرضت له الرياض خلال الأيام الماضية يعيد هذه المعادلة إلى الواجهة. فالمدينة التي أصبحت عنواناً للتحول والعمران، وملتقى للاستثمار والثقافة والحياة، امتدت إليها يد الخسة والدناءة عبر الهجمات الصاروخية التي أعلنت جماعة الحوثي مسؤوليتها عنها، وطالت مرافق مدنية وحركة الطيران. والرياض ليست مجرد عاصمة سياسية؛ إنها مدينة يعيش فيها الملايين، ويقصدها الناس للعمل والعلم والرزق. وحين تصبح سماؤها ومرافقها المدنية في دائرة التهديد، فإن المسألة تتجاوز الخصومة العسكرية إلى المساس بأمن الإنسان واستقرار الحياة.
ومنذ أن وحّد الملك عبدالعزيز هذه البلاد، ارتبط بناء الدولة بتثبيت الأمن وجمع الكلمة وإرساء الاستقرار. وعلى امتداد عهود ملوكها، اتسعت مسؤوليات المملكة، فحضرت في جهود المصالحة والإغاثة ودعم الدول المتضررة من الحروب والكوارث. ولم يكن اليمن بعيداً عن هذا النهج؛ فقد ظل أمنه واستقراره جزءاً من الحسابات السعودية، لا باعتباره أرضاً للتوسع، بل جاراً يتصل أمنه بأمن المملكة، وترتبط معاناة شعبه باستقرار المنطقة بأسرها.
وقد أمضت المملكة سنوات تدعم المسارات السياسية والإنسانية الرامية إلى إنهاء الأزمة اليمنية، غير أن التصعيد الأخير أعاد المواجهة إلى مرحلة شديدة الحساسية. ومع التحركات العسكرية التي أعلنتها القوات الحكومية اليمنية، وما ورد عن مساندة التحالف بقيادة المملكة، برزت احتمالات تغير موازين القوة. لكن الأمل الحقيقي لا ينبغي أن يُختزل في عدد المواقع المستعادة؛ فاليمنيون الذين أنهكتهم سنوات الحرب ينتظرون عودة الأمن والمؤسسات والحياة الطبيعية، لا مجرد انتقال الصراع من جبهة إلى أخرى.
ولعل أخطر ما في هذا التصعيد أن تمتد الهجمات إلى المطارات والمنشآت المدنية، وكأن حياة الأبرياء أصبحت جزءاً من حسابات الضغط العسكري. وحتى الحرب، بكل قسوتها، لها قانون وأخلاق وحدود؛ فاستهداف المدنيين عمداً محظور، والهجمات العشوائية لا تكتسب مشروعيتها لمجرد أن صاحبها يعلن هدفاً سياسياً أو عسكرياً. وحين تصبح حياة المسافر والطفل والعامل المدني عرضة للخطر، لا يعود السؤال من يملك السلاح الأقوى، بل من يحترم الحد الأدنى من إنسانية الحرب.
ولعل من أخطر الأخطاء في حسابات الصراع أن يُقرأ ضبط النفس باعتباره عجزاً، وأن تُفهم الدعوة المتكررة إلى السلام على أنها غياب للقدرة على الرد. فالمملكة لم تمنح المساعي السياسية فرصتها لأنها تفتقر إلى أدوات القوة، بل لأنها تدرك كلفة الحرب وعواقبها. غير أن استمرار الاعتداءات يضع هذا النهج أمام اختبار بالغ الجدية؛ فالصبر الذي يحمي فرص السلام لا يجوز أن يتحول في حسابات المعتدي إلى ضمانة للإفلات من تبعات عدوانه.
وفي هذا السياق، تبرز جاهزية القوات المسلحة السعودية وقوات الدفاع الجوي، وما تضطلع به من مسؤوليات في حماية الأجواء والمنشآت الحيوية ومساندة الجهود العسكرية. فخلف كل عملية اعتراض ناجحة رجال يحملون أمانة الوطن، ويؤدون واجبهم باحتراف وانضباط في ظروف بالغة التعقيد. وهذه الجاهزية ليست مجرد قوة عسكرية؛ إنها أحد أسباب الطمأنينة التي يعيشها المواطن، وأحد مقومات استمرار الاقتصاد والحياة رغم اضطراب المنطقة.
ومن الناحية القانونية، فإن حق الدولة في حماية سيادتها وسكانها ومقدراتها حق أصيل، ويقر ميثاق الأمم المتحدة حق الدفاع عن النفس عند وقوع هجوم مسلح، وفق ضوابط الضرورة والتناسب. ولذلك فإن الردع المسؤول لا يُقاس بشدة الضربة وحدها، بل بقدرته على وقف الاعتداء ومنع تكراره، مع احترام قواعد حماية المدنيين. فالقوة التي تستحق الاعتزاز هي التي تصون الحياة، لا التي تجعل الدمار غاية في ذاته.
وإذا كان ثمة أمل يولد من هذه المرحلة الصعبة، فهو أن تفضي التحولات الجارية إلى تسوية تعيد لليمنيين دولتهم وأمنهم، وتنهي سنوات المعاناة والانقسام. فلا ينبغي أن يصبح اليمن ساحة لحرب لا تنتهي، ولا أن تبقى أراضيه ومياهه ومجاله الجوي مصدراً دائماً للتهديد. والاستقرار الحقيقي لا يتحقق بإسكات السلاح مؤقتاً، بل بقيام مؤسسات قادرة على حماية الناس وصون السيادة ومنع تجدد الصراع.
ولهذا فإن أخطر ما يمكن أن يقع فيه أي طرف يهدد أمن المملكة ليس أن يجهل قدراتها، بل أن يسيء تفسير حكمتها. فالدولة التي تختار التهدئة لا تتخلى عن حقها في الدفاع، والتي تحرص على السلام لا تقبل أن يتحول حرصها إلى مساحة مفتوحة للاعتداء. وبين الحزم والحكمة تتحدد مسؤولية الدولة: أن تحمي شعبها، وتصون سيادتها، وتسعى إلى سلام لا يكون فيه أمن المدنيين رهينة للسلاح.
فالرياض التي تفتح أبوابها لمن يقصدها بسلام، لا تترك أمنها رهينة لمن يهددها بالسلاح. والمملكة التي عرفت متى تصبر، تعرف كذلك كيف تحمي سيادتها وتصون حياة شعبها. وبين حكمة السلام وحزم الدفاع تقف دولة لا تجعل الحرب غايتها، ولا تسمح بأن يصبح ضبط النفس ذريعة لاستمرار الاعتداء عليها.
Strength is not about being the fastest to arms, nor is wisdom about enduring endlessly. Between the two, the dignity of nations is recognized: to give peace its full opportunity and to possess the resolve that protects them when those opportunities are exhausted. A strong state does not seek war to prove its strength, nor does it leave its desire to avoid it as an open door for testing its sovereignty. This is an equation that Saudi Arabia has known since its founding; it extends its hand to those who come to it in peace and understands that protecting the land and the people is not subject to bargaining.
What Riyadh has faced in recent days may bring this equation back to the forefront. The city, which has become a symbol of transformation and urban development, a hub for investment, culture, and life, has been subjected to the vile and despicable through missile attacks for which the Houthi group claimed responsibility, targeting civilian facilities and air traffic. Riyadh is not just a political capital; it is a city where millions live, and people come for work, education, and livelihood. When its skies and civilian facilities are under threat, the issue transcends military rivalry to touch upon human security and the stability of life.
Since King Abdulaziz unified this land, the building of the state has been linked to establishing security, unifying voices, and laying down stability. Throughout the reigns of its kings, the responsibilities of the Kingdom have expanded, participating in reconciliation, relief efforts, and supporting countries affected by wars and disasters. Yemen has not been distant from this approach; its security and stability have remained part of Saudi calculations, not as a land for expansion, but as a neighbor whose security is connected to that of the Kingdom, and whose people's suffering is tied to the stability of the entire region.
The Kingdom has spent years supporting political and humanitarian pathways aimed at ending the Yemeni crisis; however, the recent escalation has brought the confrontation back to a highly sensitive stage. With the military movements announced by the Yemeni government forces and reports of support from the coalition led by the Kingdom, the possibilities of shifting the balance of power have emerged. Yet, the real hope should not be reduced to the number of regained sites; the Yemenis, who have been worn down by years of war, are waiting for the return of security, institutions, and normal life, not merely for the conflict to shift from one front to another.
Perhaps the most dangerous aspect of this escalation is the extension of attacks to airports and civilian facilities, as if the lives of innocents have become part of military pressure calculations. Even war, with all its brutality, has laws, ethics, and limits; deliberately targeting civilians is prohibited, and indiscriminate attacks do not gain legitimacy merely because their perpetrator announces a political or military objective. When the lives of travelers, children, and civilian workers are at risk, the question is no longer who possesses the stronger weapon, but who respects the minimum humanity of war.
One of the gravest mistakes in conflict calculations is to interpret restraint as incapacity, and to understand the repeated call for peace as a lack of ability to respond. The Kingdom has not given political efforts their opportunity because it lacks tools of power, but because it understands the cost of war and its consequences. However, the continuation of assaults puts this approach to a serious test; the patience that protects the chances for peace should not be transformed in the aggressor's calculations into a guarantee of escaping the consequences of their aggression.
In this context, the readiness of the Saudi armed forces and air defense forces stands out, along with their responsibilities in protecting the skies and vital facilities and supporting military efforts. Behind every successful interception operation are men who carry the trust of the homeland and perform their duty with professionalism and discipline under extremely complex circumstances. This readiness is not just military strength; it is one of the reasons for the reassurance that citizens feel, and one of the pillars for the continuity of the economy and life despite the turmoil in the region.
From a legal standpoint, the state's right to protect its sovereignty, its inhabitants, and its resources is an inherent right, and the United Nations Charter recognizes the right to self-defense when an armed attack occurs, according to the principles of necessity and proportionality. Therefore, responsible deterrence is not measured solely by the severity of the strike, but by its ability to stop the aggression and prevent its recurrence, while respecting the rules for protecting civilians. The strength that deserves pride is that which preserves life, not that which makes destruction an end in itself.
If there is any hope that emerges from this difficult phase, it is that the ongoing transformations lead to a settlement that restores to the Yemenis their state and security, and ends years of suffering and division. Yemen should not become a battleground for an endless war, nor should its lands, waters, and airspace remain a constant source of threat. True stability is not achieved by temporarily silencing the weapons, but by establishing institutions capable of protecting people, safeguarding sovereignty, and preventing the resurgence of conflict.
Thus, the most dangerous thing that any party threatening the Kingdom's security can fall into is not underestimating its capabilities, but misinterpreting its wisdom. A state that chooses de-escalation does not relinquish its right to defend itself, and one that is keen on peace does not accept that its concern turns into an open space for aggression. Between firmness and wisdom, the responsibility of the state is defined: to protect its people, safeguard its sovereignty, and strive for peace in which the security of civilians is not hostage to arms.
Riyadh, which opens its doors to those who come to it in peace, does not leave its security hostage to those who threaten it with weapons. The Kingdom, which knows when to be patient, also knows how to protect its sovereignty and safeguard the lives of its people. Between the wisdom of peace and the firmness of defense stands a state that does not make war its goal, nor allows restraint to become an excuse for the continuation of aggression against it.
