The shooting of a migrant inside his car in New York by agents from the U.S. Immigration and Customs Enforcement ignited protests and clashes near the hospital where the injured man was taken, while a five-year-old child was in the back seat.

About 300 demonstrators gathered near Allen Hospital in the Marble Hill area, demanding the removal of federal agency personnel from the city and the abolition of the agency, amid tensions and confrontations with New York police and arrests among the protesters, according to U.S. media reports. The incident occurred on October 8, during an operation carried out by ICE agents to arrest Oscar Bilgal, a 28-year-old citizen of the Dominican Republic, who was shot in the neck, while the child in the car was not physically injured, according to authorities. New York Police Commissioner Jessica Tisch stated that one agency agent fired seven shots during the incident. The city police were not involved in the federal operation, according to local authorities. In its account of the incident, the U.S. Department of Homeland Security stated that the agency's personnel were executing a targeted arrest operation, and that Bilgal refused to exit the vehicle before driving off and colliding with agency vehicles, considering that his actions put both the agents and the child at risk. Federal officials confirmed that the man had a criminal record, while body camera footage of the incident has not yet been released. In contrast, New York Mayor Zahran Mamdani described the shooting as a serious and unacceptable incident, calling for an end to the agency's operations in the city. State Governor Kathy Hochul also demanded the release of body camera footage, urging a halt to immigration enforcement operations until the circumstances of the incident are clarified. The incident quickly entered the heart of the political confrontation over U.S. immigration policies; Democratic officials criticized the agency's methods and some called for its abolition, while the administration of President Donald Trump defended the operation, accusing "sanctuary city" policies of restricting local authorities' cooperation with federal agencies on immigration matters. Data reported by Reuters indicates that federal immigration agents have shot at least 21 people, seven of whom were killed, since Trump returned to the White House. These incidents have reignited the debate over the use of force during deportation campaigns, accountability for the actions of federal agents, and the limits of cooperation between the federal government and cities that adopt policies limiting their local agencies' participation in immigration law enforcement.
