توقعت المؤسسة الاستشارية «غلوبال إس دبليو إف»، المتخصصة في متابعة أداء صناديق الثروات السيادية عالمياً، أن تبلغ استثمارات المستثمرين السياديين في الشرق الأوسط وشمال أفريقيا 136 مليار دولار بنهاية العام 2026، ليسجل العام ثاني أعلى مستوى استثماري في تاريخ المنطقة، رغم التداعيات السلبية للحرب الدائرة على الأعمال التجارية والنمو الاقتصادي.


وكشفت المؤسسة أن الاستثمارات السيادية في المنطقة بلغت 102 مليار دولار خلال الأشهر التسعة الأولى من العام الحالي، عبر 245 صفقة استثمارية، مستحوذة على 39% من إجمالي قيمة الصفقات التي نفذها المستثمرون الحكوميون عالمياً، وسط توقعات بارتفاع عدد الصفقات إلى 327 صفقة بنهاية العام.

وأوضحت أن الولايات المتحدة استحوذت على 45% من قيمة الاستثمارات، بما يعادل 45.6 مليار دولار، ما يعكس استمرار جاذبية الأصول الأمريكية، رغم النقاشات بشأن مستقبل العلاقات بين دول الخليج وحليفتها الإستراتيجية الولايات المتحدة.


وجاءت الإمارات ضمن أبرز الوجهات الاستثمارية بقيمة 18.2 مليار دولار، فيما استحوذت الصين، بما فيها هونغ كونغ، على 10% من الاستثمارات، تلتها المملكة المتحدة بنسبة 7%.


التقنية تتصدر

وأظهرت البيانات استحواذ قطاع التقنية، بما يشمل استثمارات الذكاء الاصطناعي، على نحو 30% من قيمة الاستثمارات، و28% من عدد الصفقات، فيما بلغت حصة قطاع البنية التحتية 22% من عدد الصفقات، والخدمات المالية 14%.

وأشارت المؤسسة إلى مشاركة صناديق الثروة السيادية الخليجية في دعم صفقة الاستحواذ على شركة «وارنر بروس»، البالغة قيمتها نحو 110 مليارات دولار، في إطار استمرار توجه الصناديق نحو الاستثمارات الدولية الكبرى.


ضغوط مالية

ولفتت المؤسسة إلى احتمال مطالبة الصندوقين السياديين في قطر والكويت بتحويل أموال إلى الموازنتين الحكوميتين لدعم المالية العامة، في ظل تراجع صادرات النفط والغاز نتيجة إغلاق مضيق هرمز.


وأظهرت البيانات تسجيل الكويت عجزاً في الموازنة بقيمة 23.1 مليار دولار خلال الربع الأول من العام الحالي، فيما بلغ عجز قطر 5.8 مليار دولار خلال الربع الثاني، ما يعزز احتمالات اللجوء إلى الأصول السيادية لتغطية الحاجات المالية.


ورغم هذه التحديات، توقعت المؤسسة استمرار توسع الصناديق السيادية في الشرق الأوسط وشمال أفريقيا خلال الأعوام القادمة، لترتفع أصولها من 6.1 تريليون دولار في سبتمبر 2026 إلى 8.8 تريليون دولار بحلول عام 2030، بزيادة تبلغ 2.7 تريليون دولار.

The consulting firm "Global SWF," which specializes in monitoring the performance of sovereign wealth funds globally, has predicted that sovereign investors in the Middle East and North Africa will reach investments of $136 billion by the end of 2026, marking the second highest investment level in the region's history, despite the negative repercussions of the ongoing war on business and economic growth.


The firm revealed that sovereign investments in the region amounted to $102 billion during the first nine months of the current year, through 245 investment deals, accounting for 39% of the total value of deals executed by government investors globally, with expectations of the number of deals rising to 327 by the end of the year.

It clarified that the United States accounted for 45% of the investment value, equivalent to $45.6 billion, reflecting the continued attractiveness of American assets, despite discussions about the future of relations between Gulf countries and their strategic ally, the United States.


The UAE emerged as one of the top investment destinations with a value of $18.2 billion, while China, including Hong Kong, accounted for 10% of the investments, followed by the United Kingdom at 7%.


Technology Leads

The data showed that the technology sector, including investments in artificial intelligence, accounted for about 30% of the investment value and 28% of the number of deals, while the infrastructure sector represented 22% of the number of deals, and financial services 14%.

The firm noted the participation of Gulf sovereign wealth funds in supporting the acquisition deal for "Warner Bros," valued at approximately $110 billion, as part of the continued trend of funds towards major international investments.


Financial Pressures

The firm pointed out the possibility that the sovereign funds in Qatar and Kuwait may be asked to transfer funds to the government budgets to support public finances, amid declining oil and gas exports due to the closure of the Strait of Hormuz.


The data showed that Kuwait recorded a budget deficit of $23.1 billion during the first quarter of the current year, while Qatar's deficit reached $5.8 billion during the second quarter, which enhances the likelihood of resorting to sovereign assets to cover financial needs.


Despite these challenges, the firm predicted the continued expansion of sovereign funds in the Middle East and North Africa in the coming years, with their assets expected to rise from $6.1 trillion in September 2026 to $8.8 trillion by 2030, an increase of $2.7 trillion.
