أعلنت المتحدثة باسم وزارة الخارجية الروسية ماريا زاخاروفا اليوم (الخميس) التزام بلادها بـ«الوقف الاختياري» للتجارب النووية، الذي أعلنه الاتحاد السوفييتي في عام 1990، مؤكدة أن آفاق دخول معاهدة الحظر الشامل للتجارب النووية حيز التنفيذ لا تزال غامضة، بسبب موقف عدد من الدول، وفي مقدمتها الولايات المتحدة.

ونقلت وكالة «إنترفاكس» الروسية عن زاخاروفا قولها: «المعاهدة صدقت عليها 179 دولة من أصل 188 دولة وقعت عليها، ومع ذلك تظل آفاق دخول معاهدة الحظر الشامل للتجارب النووية حيز التنفيذ ضبابية، مضيفة: السبب في ذلك هو موقف عدد من الدول، وفي مقدمتها الولايات المتحدة، التي كانت من بين المبادرين إلى المعاهدة، لكنها لم تتخذ خلال العقود الماضية إجراءات فعالة للتصديق عليها.

وأشارت إلى أن التصريحات الصادرة عن القيادة الأمريكية بشأن عدم تمرير مشروع القانون ذي الصلة في الكونغرس لا تصمد أمام النقد، مشددة بالقول:»نلاحظ مدى سرعة إقرار القوانين في مبنى الكابيتول عندما تكون المؤسسة السياسية الأمريكية معنية بها بشدة«.

وأوضحت أن ما يصدر من واشنطن في الآونة الأخيرة يثير قلقاً خاصاً، مؤكدة أن توجيه الرئيس الأمريكي دونالد ترمب في 29 أكتوبر 2025 ببدء التحضير للتجارب النووية ليس مجرد كلمات، بل هو في الواقع تهديد مباشر لهذا الوقف الاختياري الذي يحول دون انزلاق العالم إلى جولة جديدة من سباق التسلح النووي.

وأضافت:»تبدو المحاولات الأمريكية لاتهام دول أخرى بأفعال يُزعم أنها لا تتوافق مع المعاهدة عديمة الأساس تماماً، وكما هو معروف، عندما تصدر مثل هذه التصريحات من واشنطن، فهذا يعني أن الأمريكيين يعتزمون مرة أخرى التخلي عن التزاماتهم الدولية"، مبينة أن روسيا انضمت إلى معاهدة الحظر الشامل للتجارب النووية قبل أي دولة أخرى من الدول النووية الخمس، في يوم فتح باب التوقيع عليها في 24 سبتمبر 1996.

وذكرت أنه وفي عام 2023، سحبت روسيا تصديقها على المعاهدة، وأعادت التوازن مع الولايات المتحدة في الالتزامات القانونية الدولية في هذا المجال، مشددة على أن روسيا لا تزال طرفاً في معاهدة الحظر الشامل للتجارب النووية، بما يترتب على ذلك من حقوق والتزامات.

وأشارت إلى أن بلادها ستواصل العمل بمسؤولية في اللجنة التحضيرية لمنظمة معاهدة الحظر الشامل للتجارب النووية، موضحة أن روسيا أكملت في ديسمبر 2023 بناء قطاعها الوطني في نظام الرصد الدولي، وهو ثاني أكبر قطاع من نوعه في العالم، وأن 32 منشأة حصلت على شهادات اعتماد وتعمل.

The spokesperson for the Russian Foreign Ministry, Maria Zakharova, announced today (Thursday) the country's commitment to a "voluntary moratorium" on nuclear tests, which was declared by the Soviet Union in 1990, emphasizing that the prospects for the Comprehensive Nuclear-Test-Ban Treaty (CTBT) entering into force remain unclear due to the stance of several countries, primarily the United States.

Russian news agency "Interfax" quoted Zakharova as saying: "The treaty has been ratified by 179 countries out of 188 that signed it, yet the prospects for the Comprehensive Nuclear-Test-Ban Treaty entering into force remain murky. The reason for this is the position of several countries, primarily the United States, which was among the initiators of the treaty but has not taken effective steps to ratify it over the past decades."

She pointed out that the statements issued by the U.S. leadership regarding the failure to pass the related bill in Congress do not stand up to scrutiny, stressing: "We note how quickly laws are passed in the Capitol building when the American political establishment is seriously concerned about them."

She clarified that what has been coming from Washington recently raises particular concern, asserting that U.S. President Donald Trump's directive on October 29, 2025, to begin preparations for nuclear tests is not just words, but is in fact a direct threat to this voluntary moratorium that prevents the world from slipping into a new round of nuclear arms race.

She added: "The American attempts to accuse other countries of actions allegedly inconsistent with the treaty seem completely unfounded. As is well known, when such statements come from Washington, it means that the Americans intend once again to abandon their international commitments," noting that Russia joined the Comprehensive Nuclear-Test-Ban Treaty before any other of the five nuclear states on the day it was opened for signature on September 24, 1996.

She mentioned that in 2023, Russia withdrew its ratification of the treaty, restoring balance with the United States in international legal obligations in this area, emphasizing that Russia remains a party to the Comprehensive Nuclear-Test-Ban Treaty, with all the associated rights and obligations.

She pointed out that her country will continue to work responsibly in the Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization, explaining that Russia completed in December 2023 the construction of its national sector in the international monitoring system, which is the second largest of its kind in the world, and that 32 facilities have received accreditation certificates and are operational.
