أصدر زعيم حركة طالبان، هبة الله أخوند زاده، أمراً شفهياً جديداً يحظر استخدام الهواتف الذكية بشكل كامل على أعضاء الحركة وجميع الموظفين الحكوميين في مختلف مؤسسات الدولة الأفغانية.

وبحسب وثيقة رسمية حصلت عليها وسائل إعلام أفغانية، تم توجيه وزارة العدل في حكومة طالبان إلى رؤساء المحاكم العسكرية في الثماني مناطق العسكرية بالبلاد، لضمان تنفيذ القرار، ويُعتبر المخالفون لهذا الأمر "مجرمين"، ويواجهون إجراءات قضائية أمام المحاكم العسكرية.

وأُبلغ قادة الشرطة ورؤساء الاستخبارات في المناطق المختلفة بالقرار، الذي صدر خلال اجتماع مع هؤلاء القادة، وطُلب من المسؤولين التأكد من تنفيذ الحظر بشكل كامل وتقديم تقارير لمكتب الزعيم تؤكد الالتزام به.

وتداولت وسائل التواصل الاجتماعي مشاهد تظهر عناصر من طالبان وموظفين حكوميين يحطمون هواتفهم الذكية علناً بالمطارق، في إشارة إلى الامتثال السريع للتوجيهات الجديدة، حيث يُسمح لهم باستخدام الهواتف البسيطة (غير الذكية) فقط.

يأتي هذا القرار ضمن سلسلة من الإجراءات المتشددة التي تتخذها حركة طالبان منذ عودتها إلى السلطة في أغسطس 2021، بهدف السيطرة على تداول المعلومات والصور والمحتوى الرقمي، الذي تراه الحركة مصدراً لـ"الفساد الأخلاقي" أو التجسس.

وفي عام 2025، دعا أخوند زاده أعضاء الحركة إلى تقليل استخدام الهواتف الذكية، كما صدرت توجيهات سابقة تحظر استخدامها داخل المدارس والجامعات والمكاتب الحكومية في بعض المناطق، حيث يُنظر إلى الهواتف الذكية على أنها أداة قد تُستخدم لتوثيق انتهاكات أو تسريب معلومات، أو للوصول إلى محتوى محظور.

ويُعد هذا الحظر الأحدث في سياق تشديد طالبان على الرقابة الإعلامية والرقمية، حيث سبق أن فرضت قيوداً على الإنترنت في بعض المناطق، وعلى تصوير الأشخاص الحيين، وغيرها من الإجراءات التي تهدف إلى عزل المجتمع عن التأثيرات الخارجية.

وحتى الآن، لم يصدر بيان رسمي علني من الحركة حول أسباب القرار الجديد، لكن مراقبين يرونه جزءاً من جهود الزعيم لتعزيز الانضباط الداخلي ومنع أي شكل من أشكال المعارضة أو التسريبات داخل الجهاز الحكومي والعسكري.

The leader of the Taliban movement, Hibatullah Akhundzada, has issued a new verbal order completely prohibiting the use of smartphones by members of the movement and all government employees in various Afghan state institutions.

According to an official document obtained by Afghan media, the Taliban government’s Ministry of Justice has directed the heads of military courts in the eight military regions of the country to ensure the implementation of the decision. Those who violate this order are considered "criminals" and face legal action in military courts.

Police leaders and intelligence heads in various regions have been informed of the decision, which was issued during a meeting with these leaders. Officials have been asked to ensure the complete enforcement of the ban and to submit reports to the leader's office confirming compliance.

Social media circulated footage showing Taliban members and government employees publicly smashing their smartphones with hammers, indicating a swift adherence to the new directives, as they are only allowed to use basic (non-smart) phones.

This decision comes as part of a series of stringent measures taken by the Taliban since their return to power in August 2021, aimed at controlling the circulation of information, images, and digital content, which the movement views as a source of "moral corruption" or espionage.

In 2025, Akhundzada called on movement members to reduce their use of smartphones, and previous directives have banned their use within schools, universities, and government offices in some areas, where smartphones are seen as tools that could be used to document violations or leak information, or to access prohibited content.

This latest ban is part of the Taliban's tightening of media and digital censorship, as they have previously imposed restrictions on the internet in some areas, on photographing live individuals, and other measures aimed at isolating society from external influences.

So far, no public official statement has been issued by the movement regarding the reasons for the new decision, but observers see it as part of the leader's efforts to strengthen internal discipline and prevent any form of opposition or leaks within the government and military apparatus.
