What the Houthi militia wants to convey by targeting airports is that the danger remains, and their ability to inflict harm grants them a place in any political equation. When they fail to achieve their project through negotiation, they attempt to impose it through threats and danger, and when they have nothing to offer politically, they threaten with what they can disrupt in the field.
This is the mentality of militias that bet on exhausting their opponents more than on their own strength. They prolong the crisis and expand the circle of risks. They are not betting on victory as much as they are betting on the fear of its consequences, and on the avoidance of confrontation becoming a policy, and the exception turning into a reality. Instead of being a means to achieve a political end, weapons become an end in themselves, and the continuation of the threat replaces any horizon for a solution.
However, the problem with the militia's calculations is that they view time as a guaranteed ally. In addition to exhausting their opponents, they bet that habituation to danger will gradually turn them into part of the scene, and that a world weary of chaos may prefer to coexist with its source rather than bear the cost of confronting it. This is an attempt to impose an open truce under the threat of arms.
But danger does not create legitimacy, and the ability to disrupt is not the same as the ability to build. Missiles may succeed in mobilizing defenses, confusing air traffic, and raising insurance costs, but not everyone who harms their opponent can subdue them.
Deterrence is measured by the state's ability to prevent the threat from becoming a rule governing its behavior. Objection, no matter how important, addresses the attack, while ending the potential for its recurrence requires broader action targeting the sources of danger, making aggression a costly adventure rather than a winning negotiating card. Ironically, the militia, while trying to prove its ability to reach, simultaneously reveals the limits of its influence.
In this context, targeting Riyadh Airport should not be read as a detail in a military confrontation, but rather as a test of the extent to which armed threats can disrupt interests intertwined with the calculations of states, companies, and individuals. The wider these interests become, the clearer it is that protecting stability is a necessity that transcends the boundaries of the state being attacked.
The state does not need to deny the danger to prove its strength, nor to allow it to accumulate to avoid the cost of confronting it. Its real need is to protect its security, maintain the order of life, and prevent the aggressor from believing that the repetition of attacks will change its calculations or impose its definition of the conflict. This militia wants the continuation of danger to appear as evidence of its importance, and for the inability to end it quickly to become a justification for its existence.
Stability, which is bought by silence in the face of threats, is not stability. It is merely a postponement of the crisis under the terms of those who wield uncontrolled weapons. Similarly, peace, which requires keeping danger alive to continue, is not peace. It is a truce in which extortion waits for its next opportunity.
Missiles may succeed in clouding the sky, but they do not write the future of the land. There is a wide gap between the ability to disturb life and threaten, and the ability to impose will, a gap that weapons cannot bridge. That is the distance the militia fails to comprehend. Prolonging danger does not mean winning the battle, and turning fear into a political tool will raise the cost of confrontation. Because a state that understands that its security is a condition for the continuity of life and the economy cannot make the threat a basis for managing its relations, nor grant the aggressor the right to determine the ceiling of its response. It is the state capable of protecting its security and preventing extortion from becoming a policy.
