لم تعد إيران هي نفسها عقب اندلاع الحرب بينها وبين الولايات المتحدة، فحتى لو توقفت الحرب لن تعود إيران لسابق عهدها، فالحروب الكبرى لا تنتهي عند انتهاء الصواريخ أو توقف نفير الحرب، وإنما تبدأ بعدها مرحلة أكثر تعقيدًا في تاريخ الدول، وهي مرحلة حساب الخسائر وإعادة ترتيب الأوراق، وقد كشفت المواجهة الدائرة حالياً بين الولايات المتحدة وإيران عن نقاط ضعف في المنظومة الإيرانية، كما برهنت على أن امتلاك ترسانة عسكرية وشبكة واسعة من الحلفاء لا يعني بالضرورة القدرة على التحكم بمسار الأحداث، والأهم من كل ذلك أن تلك الحرب أعادت تعريف مفهوم الردع في المنطقة، فطهران باتت تدرك أن أي مواجهة مستقبلية قد تكون أكثر مباشرة وأعلى تكلفة من تلك الدائرة حالياً، ولذلك فإن السؤال لم يعد متعلقاً بمن انتصر في الحرب، بل بمن سيكون أكثر قدرة على إدارة المرحلة التي تليها.

لعل المتغيّر الأهم في تلك الأحداث يتمثل في مدى قدرة إيران على إعادة بناء منظومة الردع، فقد ارتكزت منظومة الردع الإيراني على مزيج من الصواريخ والطائرات المسيّرة وشبكة الحلفاء الإقليميين، إضافة إلى الغموض المرتبط ببرنامجها النووي، لكن الحرب وضعت هذه المنظومة أمام اختبار حقيقي، وأثبتت أن بعض عناصر القوة قد تفقد قيمتها عندما تتغيّر طبيعة المواجهة عن تلك التي تم التخطيط لها، ولذلك قد تسعى طهران على الأرجح إلى تطوير قدراتها العسكرية، وتعويض ما خسرته، غير أن إعادة بناء القوة تحتاج إلى موارد ووقت، بينما تواجه إيران ضغوطًا اقتصادية وسياسية متراكمة، وهنا ستجد القيادة الإيرانية نفسها أمام معادلة صعبة، ألا وهي كيف يمكنها إعادة بناء القوة من دون استنزاف الاقتصاد.

أما شبكة الحلفاء الإقليميين فغالباً ما ستكون أحد أهم ملفات المراجعة الإيرانية، فقد أثبتت السنوات الماضية أن النفوذ عبر الحلفاء منح طهران عمقًا إستراتيجيًا، لكنه حمل مخاطر عديدة أيضًا، فكلما توسعت شبكة القوى المرتبطة بإيران، زادت احتمالات أن تتحول إحدى ساحات النفوذ إلى نقطة اشتعال تجر طهران إلى مواجهة قد لا تريدها في الوقت الراهن، لذلك قد تتجه إيران إلى إعادة تقييم أدوار حلفائها، والانتقال من سياسة الاعتماد الكامل عليهم إلى سياسة أكثر انتقائية ومرونة، وقد يتركّز هدفها حينذاك على الحفاظ على نفوذها بأقل تكلفة ممكنة، وهذه ليست بالضرورة نهاية لإستراتيجية الوكلاء، وإنما محاولة لإعادة ضبطها، فإيران التي خرجت من الحرب بتجربة قاسية قد تكون أكثر حذرًا في توزيع أوراقها، وأكثر اهتمامًا بمنع خصومها من استغلال ساحات نفوذها ضدها.

أما على الصعيد الاقتصادي فغالباً ما ستكون مرحلة ما بعد الحرب أكثر صعوبة عن ذي قبل، فالقوة العسكرية تحتاج إلى اقتصاد قادر على تمويلها، والدولة التي تستنزف مواردها في المواجهات الخارجية تجد نفسها مضطرة إلى الاختيار بين تحديات الأمن ومتطلبات استقرار الداخل، وتواجه إيران بالفعل تحديات اقتصادية وضغوطًا مرتبطة بالعقوبات والاستثمار والتجارة والطاقة، ولذلك فإن إعادة بناء اقتصادها ستكون جزءًا من معركة إعادة بناء النفوذ، وقد تدفع هذه الظروف طهران إلى البحث عن تسويات مؤقتة، أو تخفيف التوتر مع بعض الخصوم، أو تعزيز العلاقات الاقتصادية مع بعض الدول، فالسياسة الخارجية لا تتحرك في فراغ، والاقتصاد قد يصبح العامل الذي يفرض على إيران خيارات لم تكن ترغب في اتخاذها لو لم تضطر لذلك، وفي نهاية المطاف تتحدد قوة أي دولة بناء على قدرتها على تحمل تكلفة خياراتها.

على ما يبدو أن الضغط على طهران لا يعني –بالضرورة- إخراجها من معادلة المنطقة، بل قد يدفعها إلى خيارات أكثر تشدّدًا، وما بين الردع والتفاوض، ستبحث إيران عن صيغة جديدة تحفظ لها مكانتها وتساعدها على تحمل تكلفة الحرب، وربما يكون التحول الأهم الذي سنشهده وقتذاك هو أن المنطقة نفسها أصبحت أقل استعدادًا لتحمل حروب مفتوحة طويلة المدى، ولهذا قد تكون المرحلة المقبلة مرحلة اختبار جوهري للسياسة الإيرانية، فهل ستختار إعادة بناء القوة استعدادًا لمواجهة جديدة، أم ستستثمر لحظة ما بعد الحرب في تسويات تعيد رسم موقعها الإقليمي بشكل مختلف مرة أخرى؟!.

Iran is no longer the same after the outbreak of war between it and the United States. Even if the war stops, Iran will not return to its previous state, as major wars do not end with the cessation of missiles or the halting of war cries; rather, they usher in a more complex phase in the history of nations, which is the phase of assessing losses and rearranging the cards. The ongoing confrontation between the United States and Iran has revealed weaknesses in the Iranian system, demonstrating that possessing a military arsenal and a wide network of allies does not necessarily mean the ability to control the course of events. More importantly, this war has redefined the concept of deterrence in the region, as Tehran has come to realize that any future confrontation may be more direct and costly than the one currently underway. Therefore, the question is no longer about who won the war, but rather who will be more capable of managing the phase that follows.

The most significant variable in these events is Iran's ability to rebuild its deterrence system. The Iranian deterrence system has relied on a mix of missiles, drones, and a network of regional allies, in addition to the ambiguity surrounding its nuclear program. However, the war has put this system to a real test, proving that some elements of power may lose their value when the nature of the confrontation changes from what was planned. Therefore, Tehran is likely to seek to develop its military capabilities and compensate for what it has lost. However, rebuilding power requires resources and time, while Iran faces accumulated economic and political pressures. Here, the Iranian leadership will find itself facing a difficult equation: how can it rebuild power without draining the economy?

As for the network of regional allies, it will often be one of the most important files for Iranian review. The past years have proven that influence through allies has given Tehran strategic depth, but it has also carried numerous risks. The more the network of forces linked to Iran expands, the greater the chances that one of the spheres of influence could turn into a flashpoint that drags Tehran into a confrontation it may not want at the moment. Therefore, Iran may head towards reevaluating the roles of its allies, shifting from a policy of complete reliance on them to a more selective and flexible policy. Its goal at that time may focus on maintaining its influence at the lowest possible cost. This is not necessarily the end of the proxy strategy, but rather an attempt to recalibrate it. Iran, having emerged from the war with a harsh experience, may be more cautious in distributing its cards and more interested in preventing its adversaries from exploiting its spheres of influence against it.

On the economic front, the post-war phase will likely be more challenging than before. Military power requires an economy capable of funding it, and a state that drains its resources in external confrontations finds itself forced to choose between security challenges and the requirements of internal stability. Iran is indeed facing economic challenges and pressures related to sanctions, investment, trade, and energy. Therefore, rebuilding its economy will be part of the battle to rebuild influence. These circumstances may push Tehran to seek temporary settlements, reduce tensions with some adversaries, or strengthen economic relations with certain countries. Foreign policy does not operate in a vacuum, and the economy may become the factor that compels Iran to make choices it would not have wanted to make had it not been forced to do so. Ultimately, the strength of any state is determined by its ability to bear the costs of its choices.

It seems that pressure on Tehran does not necessarily mean removing it from the regional equation, but may push it towards more hardline options. Between deterrence and negotiation, Iran will seek a new formula that preserves its status and helps it bear the costs of war. Perhaps the most significant transformation we will witness at that time is that the region itself has become less willing to endure long-term open wars. Therefore, the next phase may be a fundamental test for Iranian policy. Will it choose to rebuild power in preparation for a new confrontation, or will it invest the post-war moment in settlements that redraw its regional position differently once again?!
