لم تكن الحرب الأمريكية على إيران منذ لحظتها الأولى تقف عند حدودها الجغرافية. يتحرك الرئيس دونالد ترمب منذ اللحظة الأولى ضمن خطة مدروسة. لنأخذ مثلاً، تصريحاته حول ضرورة دخول الدول الأوروبية الحرب. آنذاك، اعتبر كثيرون أن ترمب يتخبط ولا يملك رؤية واضحة حول الحرب، وبالتالي يريد جرّ الأوروبيين لتخفيف خسائره. يخطئ هؤلاء. فتصريحات ترمب المتكررة منذ بداية الحرب حول الدور المفترض للدول الأوروبية تحت عنوان تأمين مصالحها لم تكن ردّة فعل على مأزق، بل ضمن سياسة مدروسة تهدف إلى إعادة تشكيل السياسة الأمريكية في العالم، ومعها حدود ودور كل دولة، ضمن رؤية ترمب ومصلحته الأمريكية. عاندت الدول الغربية طلب ترمب في مضيق هرمز، فأتقن هو لعبة سياسة الاستنزاف خلافاً للتوقعات التي استندت إلى شخصيته في إدارة السياسة الأمريكية. أربك جميع الدول، بما فيها إيران التي استخدم ترمب لعبتها، فلجأت إلى رفع مستوى التهديدات والاعتداءات والابتزاز، هذه المرة عبر وكيلتها من جماعة الحوثيين في باب المندب بعدما فقدت ورقة مضيق هرمز.
وضاقت الخيارات أيضاً على حلفاء ترمب الذين رفضوا الحرب، أي الدول الأوروبية، إذ وجدت نفسها مجبرة على الإعلان عن استعدادها للدخول إلى ملعب ترمب. إذا، يبدو أن ترمب يكسب رهانه أو يحقق رؤيته في ما يخص الدول الأوروبية، والتي سأتناولها في مقالات مفصّلة لاحقة. لكن، ماذا عن الصين؟
للصين حسابات مختلفة مع ترمب. بين الصين والولايات المتحدة مزيج من الحرب الباردة وتقاطع المصلحة أحياناً، لكن العنوان الذي يحدّد العلاقة بينهما هو: النفوذ والدور والموقع في النظام العالمي. هذا الموقع تحدده عناصر عدة من التكنولوجيا إلى الطاقة إلى سلاسل التوريد، وجميعها تجتمع تحت عنوان واحد: الممرّات والمضائق. من هنا، إن ما يحدث في إيران لا يمكن فصله عن صلب التنافس الصيني-الأمريكي، بل هو البوصلة التي ستحدد اتجاه هذا التنافس.
الصين لا تريد حربا مباشرة مع الولايات المتحدة الأمريكية، لكنها حتما تريد أمريكا مستنزفة في إيران وغير قادرة على استثمار أي مكسب سياسي أو عسكري. تدعم الصين حليفتها إيران، عبر شراء النفط وتقديم الدعم الاستخباراتي والتسليحي الذي وصل إلى وكلائها أيضاً، أي جماعة الحوثيين، بحسب ما سرّبته الصحافة الغربية، على الرغم من عدم اعتراف ترمب بالخبر، وهذا أيضاً ليس صدفة.
عندما وصل ترمب إلى سدّة الرئاسة، وضع تأمين المصالح الأمريكية في صلب سياسته الخارجية، وهذا يعني بالنسبة إليه السيطرة والنفوذ على أنواعه، وتطويق المنافسين ومناطق نفوذهم. من هنا، فإن عين ترمب الأساسية هي على منطقة المحيطين الهندي والهادئ، على الصين ونفوذها.
اليوم، تحوّل سلوك النظام الإيراني إلى عبء وإلى نموذج يهدّد الأمن العالمي. فإيران تقدّم نموذجاً من القرصنة والابتزاز يسهل على أي مجموعة خارجة عن القانون تطبيقه في أي دولة. تدرك بكين ذلك، وتدرك عبء استمرار سياسة الحرس الثوري عليها. رغم ذلك، فهي لم تتخلّ بعد عن نظام إيران.
أما ترمب، فسيعمل على استثمار سلوك إيران لإضفاء الشرعية على خطوته المقبلة في المحيطين الهندي والهادئ، وهي السيطرة على الممرات والمضائق في تلك المنطقة تحت عنوان الحفاظ على حرية الملاحة وتأمين حلفاء الولايات المتحدة الأمريكية، من خلال تعزيز الوجود والنفوذ الأمريكيين على أراضي حلفائه وزيادة طلب التسليح من الولايات المتحدة الأمريكية.
فهل تقع الصين في فخّ سياستها مع إيران، وتمهّد بذلك المسار الذي يريده ترمب لمحاصرتها في «عقر دارها» لاحقاً؟ للحديث تتمّة.
The American war on Iran has not been confined to its geographical boundaries since the very first moment. President Donald Trump has been operating from the outset within a well-thought-out plan. For example, consider his statements about the necessity for European countries to enter the war. At that time, many believed that Trump was floundering and lacked a clear vision regarding the war, and thus wanted to drag the Europeans in to mitigate his losses. These people are mistaken. Trump's repeated statements since the beginning of the war regarding the supposed role of European countries under the banner of securing their interests were not a reaction to a predicament, but rather part of a calculated policy aimed at reshaping American policy in the world, along with the boundaries and roles of each country, in line with Trump's vision and American interests. Western countries resisted Trump's request in the Strait of Hormuz, so he mastered the game of attrition politics, contrary to expectations based on his personality in managing American politics. He confused all countries, including Iran, which used Trump's game, leading it to escalate threats, attacks, and extortion, this time through its proxy, the Houthis, in Bab el-Mandeb after losing the Strait of Hormuz card.
Options also narrowed for Trump's allies who rejected the war, namely the European countries, as they found themselves compelled to announce their readiness to enter Trump's arena. Thus, it seems that Trump is winning his bet or achieving his vision concerning European countries, which I will discuss in detailed articles later. But what about China?
China has different calculations with Trump. Between China and the United States exists a mix of the Cold War and occasional intersecting interests, but the title that defines their relationship is: influence, role, and position in the global system. This position is determined by several elements from technology to energy to supply chains, all of which come under one title: corridors and straits. Hence, what is happening in Iran cannot be separated from the core of the Chinese-American competition; rather, it is the compass that will determine the direction of this competition.
China does not want a direct war with the United States, but it certainly wants America to be drained in Iran and unable to capitalize on any political or military gains. China supports its ally Iran by purchasing oil and providing intelligence and military support that has also reached its proxies, namely the Houthis, according to leaks from Western media, despite Trump's denial of the news, which is also not a coincidence.
When Trump took office, he placed securing American interests at the heart of his foreign policy, which for him means control and influence of all kinds, encircling competitors and their spheres of influence. From here, Trump's primary focus is on the Indian and Pacific Oceans, on China and its influence.
Today, the behavior of the Iranian regime has turned into a burden and a model that threatens global security. Iran presents a model of piracy and extortion that makes it easy for any lawless group to apply it in any country. Beijing realizes this and understands the burden of the Revolutionary Guard's continued policy on it. Nevertheless, it has not yet abandoned the Iranian regime.
As for Trump, he will work to exploit Iran's behavior to legitimize his next step in the Indian and Pacific Oceans, which is to control the corridors and straits in that region under the banner of maintaining freedom of navigation and securing American allies by enhancing American presence and influence on the territories of its allies and increasing arms requests from the United States.
So, will China fall into the trap of its policy with Iran, thereby paving the way for Trump's desired encirclement of it in its "home turf" later? The discussion continues.
