كما أن الدول تتقي أخطاراً في هيئة جيوش تعبر الحدود، أحياناً يطل الخطر بشكل أكثر هدوءاً؛ حادثة غامضة، أو اتهام مفاجئ، أو تسريب في توقيت مريب، أو أزمة تبدو في ظاهرها كحدث معزول، لكنها تدفع الدولة خطوة إلى مكان لم تخطط للوقوف فيه.
وهكذا يمكن قراءة جانب من التاريخ السعودي، بصفتها دولة تقع في إقليم لم يعرف الاستقرار طويلاً، وتجاور ساحات حرب وانقلابات وثورات، وفي الوقت نفسه، تملك وزناً اقتصادياً وسياسياً يجعلها هدفاً دائماً للضغط ومحاولات الاستدراج.
منذ تأسيس المملكة، كان بناء الدولة موازياً لحواف العواصف. جاءت حرب الخليج الثانية، لتضعها في عين عاصفة أعادت رسم أمن المنطقة لعقود. وبعد سنوات، جاءت أحداث الحادي عشر من سبتمبر، فتحولت المملكة إلى موضوع اتهام سياسي وإعلامي غير مبرر، رغم أن حقيقة مسؤولية التنظيم المنفذ للحادث ظلت مرتبطة بتنظيم القاعدة، وبدول سهلت نقل أعضائه، لا بالدولة السعودية. ثم جاء غزو العراق عام 2003، وما تلاه من صعود تنظيمات مسلحة وطائفية، ليخلق محيطاً أكثر اضطراباً حول المملكة. وفي العقد التالي، تناسلت الحروب في سوريا واليمن وليبيا، وتداخلت فيها قوى دولية وإقليمية وجماعات مسلحة. وفي كل مفترق طرق، كانت السعودية تجد نفسها أمام السؤال نفسه؛ كيف تحمي أمنها من دون أن تستدرج إلى حرب لا تنتهي؟
وفي التاريخ القريب أيضاً، ظهرت أزمات دبلوماسية واقتصادية يمكن النظر إليها باعتبارها اختبارات لقدرة المملكة على حماية مسارها التنموي. فالمشاريع الكبرى لا تعمل في فراغ. المشروع الاقتصادي يحتاج إلى الاستقرار السياسي، وسلاسل إمداد آمنة، واستثمارات، وسمعة دولية، وأمن إقليمي. وكلما كبر المشروع، اتسعت الدائرة التي يمكن أن يتأثر بها.
لهذا فإن الفخ الخارجي لا يعني بالضرورة مؤامرة مكتملة الأركان. أحياناً يكفي تضارب المصالح بين الدول، أو سوء تقدير، أو تحرك جماعة مسلحة، أو حادث أمني، حتى ينشأ مسار قد يضغط على الدولة، ويدفعها إلى رد فعل يخدم أطرافاً أخرى.
في السياسة الدولية، يقاس الذكاء بمدى براعة الدولة المستهدفة في تجنب الفخاخ. والمملكة اليوم أمام مرحلة مختلفة تشهد مشاريع اقتصادية واجتماعية واسعة، من «رؤية 2030» إلى تطوير السياحة والتقنية والصناعة والطاقة، وكلها تحتاج إلى بيئة صلبة لا تسمح للأزمات الطارئة بأن تتحول إلى مسارات دائمة.
منطقياً، لا يمكن نسب كل حادث إلى المؤامرة، ولا تحويل كل خصومة إلى تفسير تآمري. لكن واقعنا يقول إن الدول التي تعيش في منطقة مضطربة تحتاج إلى قراءة ما وراء الحدث، من دون أن ترى المؤامرة في كل ظل. ولذا في هذه المنطقة، حيث قد تبدأ الحكاية برصاصة وتنتهي ببيان في مجلس الأمن، تصبح الحكمة السياسية هي ألا تسمح المملكة لأحد بأن يختار لها المعركة، أو أن يجعل مشروع المستقبل رهينة لحدث، خاصة إذا تقاطعت حادثة جوية مع حسابات إقليمية معقدة، فالخطر قد يكون ما يراد له أن ينتج، أو المسار الذي يمكن أن يفتح بسببه، وليس الحادث الذي وقع.
عبر عقود من الأزمات، تعلمت المملكة أن الحوادث لا تقرأ منفردة، وأن الاتهام ليس دليلاً، وأن التحقيق لا ينبغي أن يكون رهينة للاستعجال. وهذه القاعدة تصبح أكثر أهمية كلما اتسعت مصالح الدولة وكبرت مشاريعها. ولذا، فإن حماية هذا المسار تعني حماية الوقت، والاستقرار، وصورة الدولة، وقدرتها على مواصلة الطريق. فالفخاخ الخارجية تنجح عندما تجعلك تتوقف عن السير، أو تغير اتجاهك المرسوم.
Just as countries face dangers in the form of armies crossing borders, sometimes threats emerge more quietly; a mysterious incident, a sudden accusation, a leak at a suspicious time, or a crisis that appears to be an isolated event, yet pushes the state a step into a place it did not plan to stand in.
Thus, one can read a part of Saudi history, as it is a country located in a region that has not known stability for long, neighboring war zones, coups, and revolutions, while at the same time possessing an economic and political weight that makes it a constant target for pressure and attempts at entrapment.
Since the establishment of the Kingdom, state-building has been parallel to the edges of storms. The Gulf War II came, placing it in the eye of a storm that redrew the security of the region for decades. Years later, the events of September 11 occurred, turning the Kingdom into a subject of unjust political and media accusations, despite the fact that the responsibility for the organization that carried out the incident remained linked to Al-Qaeda, and to countries that facilitated the movement of its members, not to the Saudi state. Then came the invasion of Iraq in 2003, followed by the rise of armed and sectarian groups, creating a more turbulent environment around the Kingdom. In the following decade, wars proliferated in Syria, Yemen, and Libya, involving international and regional powers and armed groups. At every crossroads, Saudi Arabia found itself facing the same question; how to protect its security without being drawn into an endless war?
In recent history as well, diplomatic and economic crises have emerged that can be viewed as tests of the Kingdom's ability to protect its developmental path. Major projects do not operate in a vacuum. The economic project requires political stability, secure supply chains, investments, an international reputation, and regional security. The larger the project, the wider the circle that can be affected.
Therefore, the external trap does not necessarily mean a complete conspiracy. Sometimes, conflicting interests between countries, or miscalculations, or the actions of an armed group, or a security incident, can create a path that pressures the state and pushes it to react in a way that serves other parties.
In international politics, intelligence is measured by how adept the targeted state is at avoiding traps. Today, the Kingdom is at a different stage witnessing extensive economic and social projects, from "Vision 2030" to the development of tourism, technology, industry, and energy, all of which require a solid environment that does not allow sudden crises to turn into permanent paths.
Logically, not every incident can be attributed to conspiracy, nor can every dispute be turned into a conspiratorial interpretation. But our reality tells us that countries living in a turbulent region need to read beyond the event, without seeing conspiracy in every shadow. Thus, in this region, where a story may begin with a bullet and end with a statement in the Security Council, political wisdom is to not allow anyone to choose the battle for the Kingdom, or to make the future project hostage to an event, especially if an aerial incident intersects with complex regional calculations, as the danger may be what is intended to result, or the path that could open because of it, not the incident that occurred.
Through decades of crises, the Kingdom has learned that incidents should not be read in isolation, that accusations are not evidence, and that investigations should not be held hostage to haste. This principle becomes more important as the state's interests expand and its projects grow. Therefore, protecting this path means protecting time, stability, the state's image, and its ability to continue on the road. External traps succeed when they make you stop moving, or change your intended direction.
