أعلنت الحكومة الفرنسية تعليق استخدام القنابل الصوتية في التعامل مع احتجاجات طلاب المدارس الثانوية، بعد إصابة مراهق يبلغ من العمر 15 عامًا وفقدانه إحدى يديه خلال اشتباك مع شرطة مكافحة الشغب، في حادثة أثارت اتهامات جديدة للشرطة باستخدام القوة المفرطة.

وجاء القرار في وقت تتواصل فيه موجة الاحتجاجات الطلابية التي دخلت أسبوعها الثالث، وسط إغلاق أكثر من 500 مدرسة في أنحاء فرنسا، واستعداد نقابات تمثل طلاب المدارس الثانوية والمعلمين وعمالًا آخرين لتنظيم مسيرات جديدة (الخميس).

وتأتي الاحتجاجات قبل نحو ستة أشهر من الانتخابات الرئاسية القادمة، في وقت تكشف فيه التحركات الطلابية عن حالة من الغضب الشعبي بشأن أوضاع التعليم، ونقص المعلمين، وتدهور عدد من المباني المدرسية، إلى جانب الفوارق بين المدارس في المناطق الغنية والأحياء الأقل دخلًا.

تعليق القنابل الصوتية وفتح تحقيقات

وقال وزير الداخلية الفرنسي لوران نونيز، إنه أصدر تعليمات بتعليق استخدام القنابل الصوتية خلال الاحتجاجات التي يشارك فيها طلاب المدارس الثانوية، بعد حادث وقع في مدينة لانس شمالي البلاد، (الإثنين).

وأوضح الوزير أن هناك «احتمالًا قويًا» بأن تكون قنبلة صوتية أطلقتها الشرطة قد تسببت في فقدان مراهق يده، مؤكدًا تعليق استخدامها إلى حين اتضاح ملابسات الحادث.

وأشار نونيز إلى إحالة 18 واقعة مرتبطة بالاحتجاجات إلى جهاز التفتيش التابع للشرطة للتحقيق فيها.

وكانت منظمات حقوقية ونقابات عمالية وطلابية، إلى جانب سياسيين من المعارضة، قد اتهمت قوات الأمن باستخدام قوة غير متناسبة في مواجهة المحتجين.

ورغم أن غالبية عمليات إغلاق المدارس، (الأربعاء)، جرت بصورة سلمية، استخدمت الشرطة الغاز المسيل للدموع ودفع المتظاهرين إلى الخلف خلال احتجاج أمام جامعة «ساينس بو» في وسط باريس، حيث أقام المحتجون حواجز من حاويات القمامة.

أكثر من 500 مدرسة مغلقة

ولم تظهر الاحتجاجات مؤشرات واضحة على التراجع، إذ أغلقت أكثر من 500 مدرسة في مختلف أنحاء فرنسا بعد يوم من خروج مظاهرات واسعة في أنحاء البلاد.

وفي مدرسة «ليسيه لامارتين» بوسط باريس، ردد المحتجون النشيد الوطني الفرنسي «لا مارسييز»، وهتفوا بشعارات مؤيدة لتحسين ظروف التعليم، فيما نظموا موجات بشرية أمام مدخل المدرسة خلال إغلاقها.

وتطالب الحركة الطلابية بإصلاح المباني المدرسية، وزيادة أعداد المعلمين، وتحسين جودة التعليم، وتقليص الفوارق بين المدارس في المناطق المختلفة.

الحكومة تعد بمقترحات جديدة

وفي كلمة وجهها إلى الفرنسيين، مساء (الأربعاء)، قال رئيس الوزراء سيباستيان لوكورنو إن حكومته ستراجع مطالب الطلاب، وستقدم مقترحات في نهاية أكتوبر بشأن مجموعة من القضايا، من بينها تجديد المباني المدرسية وزيادة عدد المعلمين، لكنه لم يكشف تفاصيل محددة بشأن الإجراءات المرتقبة.

وقال لوكورنو إن الحكومات السابقة قدمت وعودًا كثيرة لم يتم تنفيذها لأنها لم تكن قابلة للاستمرار، مؤكدًا أن ما يريده هو «إجابات ملموسة وسريعة وممولة بالكامل».

إلا أن غياب إجراءات فورية أثار استياء قيادات طلابية، عقب اجتماع عقدته مع مسؤولي وزارة التعليم (الأربعاء)، ما زاد المخاوف من استمرار الاحتجاجات خلال الأيام القادمة.

تراجع نتائج الطلاب يفاقم الغضب

ويربط المحتجون بين ظروف الدراسة المتدهورة والتراجع الملحوظ في أداء الطلاب الفرنسيين في القراءة والرياضيات.

وبحسب بيانات برنامج التقييم الدولي للطلاب التابع لمنظمة التعاون الاقتصادي والتنمية، سجل الطلاب الفرنسيون في سن 15 عامًا انخفاضًا قدره 43 نقطة في نتائج القراءة عام 2025 مقارنة بعام 2015، وهو أكبر تراجع بين دول المنظمة خلال الفترة نفسها.

كما سجلت نتائج الرياضيات تراجعًا كبيرًا أيضًا، ما عزز مطالب المحتجين بزيادة الإنفاق على التعليم وتحسين البنية التحتية للمدارس وتوفير العدد الكافي من المعلمين.

لكن الحكومة تواجه ضغوطًا مالية كبيرة في ظل ضعف النمو الاقتصادي والحاجة إلى خفض الدين العام، الأمر الذي يحد من قدرتها على توفير تمويل إضافي لمعالجة مطالب الطلاب.

24 مدرسة تضررت و30 ألف طالب خارج الفصول

وفي المقابل، أعلنت الحكومة أن الاحتجاجات تسببت في أضرار مادية بعدد من المدارس، وقال وزير التعليم إدوار جفراي أمام البرلمان إن 24 مدرسة ثانوية تعرضت لأضرار بسبب الحرائق أو أعمال التخريب، بدرجة ستجعلها غير قادرة على استقبال الطلاب لأسابيع.

وأضاف أن نحو 30 ألف طالب قد يضطرون إلى مواصلة التعليم دون حضور شخصي حتى إعادة فتح تلك المدارس، مقدرًا تكلفة إصلاح الأضرار بما يتراوح بين 20 و30 مليون يورو.

ودعت مارين لوبان، المرشحة الرئاسية اليمينية المتطرفة، إلى تحميل المسؤولين عن تخريب المدارس تكلفة إصلاحها بدلًا من تحميلها لدافعي الضرائب.

وتتبنى الحكومة موقفًا مشابهًا، فيما يناقش البرلمان مشروع قانون يهدف إلى إنشاء آلية لتحميل المتسببين في الأضرار تكاليف إصلاحها.

احتجاجات مماثلة في أوروبا

ولا تقتصر أزمة التعليم والاحتجاجات المرتبطة بها على فرنسا، إذ شهدت مناطق من بلجيكا احتجاجات مماثلة من جانب الطلاب، في وقت تواجه فيه حكومات أوروبية ضغوطًا متزايدة على الميزانيات بعد أزمات متتالية مرتبطة بتكاليف المعيشة والطاقة.

وفي مدينة لييج البلجيكية، ألقت السلطات القبض على ما لا يقل عن 107 أشخاص على خلفية احتجاجات طلابية شهدتها المدينة خلال الشهر الجاري، وفق وكالة الأنباء البلجيكية «بيلجا»، فيما انضم معلمون أيضًا إلى التحركات الاحتجاجية.

وفي البرتغال، بدأت أكبر نقابة للمعلمين «فينبروف» إضرابًا مفتوحًا منذ منتصف سبتمبر، احتجاجًا على ظروف العمل، مع رفض المعلمين أداء أي أعمال غير مدفوعة تتجاوز ساعات العمل الأسبوعية المحددة قانونًا بـ35 ساعة.

أما في إسبانيا، فتواصل نقابات المعلمين احتجاجاتها على ظروف العمل في المدارس الحكومية، فيما يعتزم معلمو مدريد تنظيم إضراب في 14 أكتوبر للمطالبة بخفض ساعات العمل، وتقليل أعداد الطلاب داخل الفصول، وزيادة الرواتب.

ومع استمرار الاحتجاجات في فرنسا، تواجه حكومة لوكورنو اختبارًا صعبًا يتمثل في الاستجابة لمطالب الطلاب والمعلمين، مع احتواء أعمال العنف والتخريب، وذلك في وقت تقترب فيه البلاد من استحقاق انتخابي جديد يجعل ملف التعليم وأوضاع الشباب أكثر حضورًا في المشهد السياسي.

The decision came at a time when the wave of student protests, which has entered its third week, continues, with more than 500 schools closed across France, and unions representing high school students, teachers, and other workers preparing to organize new marches (on Thursday).

The protests come about six months before the upcoming presidential elections, as the student movements reveal a state of public anger regarding education conditions, teacher shortages, the deterioration of several school buildings, as well as the disparities between schools in wealthy areas and lower-income neighborhoods.

Suspension of sound bombs and opening investigations

French Interior Minister Laurent Nunez stated that he has instructed the suspension of the use of sound bombs during protests involving high school students, following an incident that occurred in the city of Lens in the north of the country (on Monday).

The minister clarified that there is a "strong possibility" that a sound bomb fired by the police caused the teenager to lose his hand, confirming the suspension of their use until the circumstances of the incident are clarified.

Nunez indicated that 18 incidents related to the protests have been referred to the police inspection unit for investigation.

Human rights organizations, labor unions, and student groups, along with opposition politicians, have accused security forces of using disproportionate force against the protesters.

Although the majority of school closures (on Wednesday) occurred peacefully, the police used tear gas and pushed back demonstrators during a protest outside the "Sciences Po" university in central Paris, where protesters set up barricades made of garbage containers.

More than 500 schools closed

The protests showed no clear signs of retreat, as more than 500 schools across France were closed after a day of widespread demonstrations throughout the country.

At "Lycée Lamartine" in central Paris, protesters chanted the French national anthem "La Marseillaise" and shouted slogans advocating for improved education conditions, while they organized human waves in front of the school's entrance during its closure.

The student movement is demanding the renovation of school buildings, an increase in the number of teachers, improvements in education quality, and a reduction in disparities between schools in different areas.

The government promises new proposals

In a speech addressed to the French people on Wednesday evening, Prime Minister Sébastien Lecornu stated that his government would review the students' demands and would present proposals by the end of October on a range of issues, including the renovation of school buildings and increasing the number of teachers, but he did not disclose specific details regarding the anticipated measures.

Lecornu mentioned that previous governments had made many promises that were not implemented because they were not sustainable, emphasizing that what he wants is "concrete, quick, and fully funded answers."

However, the absence of immediate measures has raised the dissatisfaction of student leaders following a meeting they held with education ministry officials (on Wednesday), increasing concerns about the continuation of protests in the coming days.

Declining student results exacerbate anger

Protesters link the deteriorating study conditions to the noticeable decline in the performance of French students in reading and mathematics.

According to data from the OECD's Programme for International Student Assessment, French students aged 15 recorded a decrease of 43 points in reading scores in 2025 compared to 2015, which is the largest decline among OECD countries during the same period.

Mathematics results also showed a significant decline, further strengthening the protesters' demands for increased spending on education, improved school infrastructure, and sufficient teacher provision.

However, the government faces significant financial pressures amid weak economic growth and the need to reduce public debt, which limits its ability to provide additional funding to address the students' demands.

24 schools damaged and 30,000 students out of classes

In contrast, the government announced that the protests caused material damage to several schools, with Education Minister Edouard Geffray stating in parliament that 24 high schools suffered damage due to fires or vandalism, to the extent that they would be unable to accommodate students for weeks.

He added that around 30,000 students may have to continue their education without in-person attendance until those schools reopen, estimating the cost of repairing the damages to be between 20 and 30 million euros.

Marine Le Pen, the far-right presidential candidate, called for holding those responsible for the vandalism of schools accountable for the repair costs instead of passing them on to taxpayers.

The government has adopted a similar stance, while parliament is discussing a bill aimed at creating a mechanism to hold those responsible for the damages accountable for the repair costs.

Similar protests in Europe

The education crisis and the associated protests are not limited to France, as regions in Belgium have witnessed similar protests by students, at a time when European governments are facing increasing pressure on budgets following successive crises related to living costs and energy.

In the Belgian city of Liège, authorities arrested at least 107 people in connection with student protests that occurred in the city earlier this month, according to the Belgian news agency "Belga," while teachers also joined the protest movements.

In Portugal, the largest teachers' union "Fenprof" has been on an open strike since mid-September, protesting working conditions, with teachers refusing to perform any unpaid work beyond the legally stipulated 35-hour weekly work hours.

In Spain, teachers' unions continue their protests over working conditions in public schools, while teachers in Madrid plan to organize a strike on October 14 to demand a reduction in working hours, a decrease in the number of students in classrooms, and salary increases.

As protests continue in France, Lecornu's government faces a difficult test in responding to the demands of students and teachers while containing acts of violence and vandalism, at a time when the country is approaching a new electoral deadline that makes the education file and youth conditions more prominent in the political scene.
