توصلت بريطانيا وإسرائيل إلى تفاهمات بشأن القنصلية البريطانية في القدس الشرقية، أبقت بموجبها لندن على وجودها الدبلوماسي في المبنى، لكن ضمن صيغة جديدة وطاقم محدود، في تسوية حالت دون تصعيد دبلوماسي كان يهدد بتبادل طرد الدبلوماسيين بين البلدين.

وأعلن وزير الخارجية الإسرائيلي جدعون ساعر، اليوم (الخميس)، أن القنصلية البريطانية ستنهي عملها بصيغتها الحالية، فيما يغادر القنصل العام و20 دبلوماسياً إسرائيلياً، مع السماح ببقاء 7 دبلوماسيين لمواصلة العمل من المبنى ضمن نطاق محدود.

وقال ساعر إن التفاهمات تنص على عدم اتخاذ إسرائيل إجراءات إضافية ضد بريطانيا، مقابل عدم اتخاذ لندن إجراءات مماثلة بحق إسرائيل على خلفية القضية، مع مواصلة الحوار بين الحكومتين بشأن الملفات ذات الاهتمام المشترك.

من جهته، أكد وزير الخارجية البريطاني إد ميليباند أن مبنى القنصلية لن يُغلق، وسيُعرف اعتباراً من (الخميس) باسم «البعثة البريطانية في القدس»، وسيواصل العمل بصورة مستقلة وتقديم الخدمات، مشيراً إلى أن بريطانيا ستعيد تعزيز حضورها خلال الأشهر القادمة.

وجاء التفاهم بعد قرار إسرائيلي صدر في 8 سبتمبر الماضي، بإغلاق القنصلية خلال 30 يوماً، رداً على إجراءات بريطانية استهدفت منتجات المستوطنات الإسرائيلية في الضفة الغربية المحتلة. وكانت لندن قد أعلنت تلك الإجراءات في إطار موقفها من التوسع الاستيطاني ودعم حل الدولتين.

وفي وقت سابق اليوم، أزال عمال لافتات القنصلية البريطانية من المبنى، فيما بقي العلم البريطاني مرفوعاً فوقه، في خطوة عكست انتهاء عمل البعثة بصيغتها السابقة.

وتعود القنصلية البريطانية في القدس إلى عام 1839، وتمثل الحكومة البريطانية في القدس والضفة الغربية وقطاع غزة، فيما أكدت لندن أنها لا تقبل بحق إسرائيل القانوني في إغلاقها، وتتمسك بموقفها القائل إن القدس الشرقية أرض محتلة.

وكانت الأزمة قد أثارت مخاوف من رد بريطاني، بينها طرد دبلوماسيين إسرائيليين من لندن، قبل أن تفضي الاتصالات بين الجانبين إلى التفاهم الأخير.

Britain and Israel have reached understandings regarding the British consulate in East Jerusalem, under which London has maintained its diplomatic presence in the building, but in a new format with a limited staff, in a settlement that prevented a diplomatic escalation that threatened reciprocal expulsion of diplomats between the two countries.

Israeli Foreign Minister Gideon Sa'ar announced today (Thursday) that the British consulate will cease its operations in its current form, while the Consul General and 20 Israeli diplomats will leave, allowing 7 diplomats to remain to continue working from the building within a limited scope.

Sa'ar stated that the understandings stipulate that Israel will not take additional actions against Britain, in exchange for London not taking similar actions against Israel regarding the issue, while continuing dialogue between the two governments on matters of mutual interest.

For his part, British Foreign Secretary Ed Miliband confirmed that the consulate building will not be closed and will henceforth be known as the "British Mission in Jerusalem," and will continue to operate independently and provide services, noting that Britain will enhance its presence in the coming months.

The understanding came after an Israeli decision issued on September 8 to close the consulate within 30 days, in response to British measures targeting products from Israeli settlements in the occupied West Bank. London had announced those measures as part of its stance on settlement expansion and support for a two-state solution.

Earlier today, workers removed the British consulate signs from the building, while the British flag remained raised above it, in a move that reflected the end of the mission's previous operations.

The British consulate in Jerusalem dates back to 1839 and represents the British government in Jerusalem, the West Bank, and Gaza Strip, while London has confirmed that it does not accept Israel's legal right to close it and maintains its position that East Jerusalem is occupied territory.

The crisis had raised fears of a British response, including the expulsion of Israeli diplomats from London, before communications between the two sides led to the recent understanding.
