أفرزت الانتخابات البرلمانية المغربية خريطة سياسية جديدة، تصدرها حزب الأصالة والمعاصرة، الذي حل أولاً بـ97 مقعداً من أصل 395 مقعداً في مجلس النواب، متقدماً على حليفيه في الحكومة المنتهية ولايتها، التجمع الوطني للأحرار الذي حصل على 66 مقعداً، وحزب الاستقلال بـ65 مقعداً.

وأعلنت وزارة الداخلية المغربية النتائج الأولية، اليوم (الخميس)، في وقت بلغت فيه نسبة المشاركة 38.02%، وسط تنافس بين 7288 مرشحاً ومرشحة على مقاعد المجلس النيابي، الذي يمثل الغرفة المنتخبة في البرلمان المغربي.

ويمنح تصدر «الأصالة والمعاصرة» الحزب موقعاً متقدماً في المشاورات السياسية القادمة، إذ ينص الدستور المغربي على تعيين الملك رئيس الحكومة من الحزب الذي يتصدر انتخابات مجلس النواب، على أن يجري رئيس الحكومة المكلف مشاورات لتشكيل ائتلاف حكومي قبل تقديم التشكيلة إلى الملك للموافقة عليها.

وتكتسب النتائج أهمية خاصة في ظل استمرار التحالف الحكومي الذي ضم التجمع الوطني للأحرار والأصالة والمعاصرة والاستقلال، إلا أن تشكيل الحكومة القادمة قد يفتح الباب أمام ترتيبات وتحالفات جديدة، خصوصاً أن قادة «الأصالة والمعاصرة» كانوا قد استبعدوا خلال الحملة الانتخابية الانضمام إلى ائتلاف جديد مع التجمع الوطني للأحرار في حال تصدرهم النتائج، على خلفية خلافات وتبادل اتهامات بشأن ارتفاع أسعار المواد الغذائية وأداء السياسات الحكومية.

وفي المقابل، سجل حزب العدالة والتنمية، ذو التوجه الإسلامي، عودة لافتة إلى المشهد البرلماني، بحصوله على 54 مقعداً، بعدما كان قد حصل على عدد محدود من المقاعد في انتخابات 2021. وجاء حزب الحركة الشعبية بـ29 مقعداً، والاتحاد الاشتراكي للقوات الشعبية بـ26، والتقدم والاشتراكية بـ19، والاتحاد الدستوري بـ17، فيما حصلت الحركة الديمقراطية الاجتماعية وتحالف اليسار على 8 مقاعد لكل منهما.

وتعهد «الأصالة والمعاصرة» خلال حملته الانتخابية بتوفير نحو مليون فرصة عمل خلال الولاية التشريعية القادمة، الممتدة لخمس سنوات، إلى جانب تحسين الإسكان والأجور والخدمات الصحية.

وتأتي الانتخابات في مرحلة يركز فيها المغرب على تنفيذ استثمارات واسعة في البنية التحتية، استعداداً لاستضافة كأس العالم 2030 بالشراكة مع إسبانيا والبرتغال. وانضم رئيس الاتحاد المغربي لكرة القدم والوزير المنتدب المكلف بالميزانية فوزي لقجع إلى قيادة «الأصالة والمعاصرة» قبل أسابيع من الانتخابات، فيما يواصل المغرب ضخ استثمارات في الملاعب والسكك الحديدية ومشاريع البنية التحتية المرتبطة بالبطولة.

وبحسب تقديرات صندوق النقد الدولي الواردة في بيانات الانتخابات، تصل قيمة الإنفاق المزمع على المشاريع المرتبطة بتنظيم كأس العالم إلى نحو 190 مليار درهم، أي قرابة 20 مليار دولار، بما يعادل نحو 12% من الناتج المحلي الإجمالي للمغرب في 2024.

وأعلنت وزارة الداخلية أن عملية التصويت جرت في عموم البلاد في ظروف عادية، باستثناء «أحداث معزولة» لم تؤثر على سير العملية الانتخابية، فيما يترقب المشهد السياسي بدء مشاورات تشكيل الحكومة الجديدة بعد إعلان النتائج النهائية.

The Moroccan parliamentary elections have produced a new political map, led by the Authenticity and Modernity Party, which came in first with 97 seats out of 395 in the House of Representatives, ahead of its allies in the outgoing government, the National Rally of Independents, which secured 66 seats, and the Istiqlal Party with 65 seats.

The Moroccan Ministry of Interior announced the preliminary results today (Thursday), at a time when the voter turnout reached 38.02%, amidst competition among 7,288 candidates for the parliamentary seats, which represent the elected chamber in the Moroccan parliament.

The leading position of the "Authenticity and Modernity" party grants it a prominent role in the upcoming political consultations, as the Moroccan constitution stipulates that the king appoints the head of government from the party that tops the House of Representatives elections, with the appointed head of government conducting consultations to form a government coalition before presenting the formation to the king for approval.

The results are particularly significant given the continuation of the government coalition that included the National Rally of Independents, Authenticity and Modernity, and Istiqlal. However, the formation of the next government may open the door to new arrangements and alliances, especially since the leaders of "Authenticity and Modernity" had ruled out during the election campaign joining a new coalition with the National Rally of Independents if they topped the results, due to disagreements and mutual accusations regarding rising food prices and the performance of government policies.

In contrast, the Justice and Development Party, with an Islamic orientation, made a notable return to the parliamentary scene, securing 54 seats, after having obtained a limited number of seats in the 2021 elections. The Popular Movement came in with 29 seats, the Socialist Union of Popular Forces with 26, the Progress and Socialism Party with 19, and the Constitutional Union with 17, while the Democratic Social Movement and the Left Alliance each secured 8 seats.

During its election campaign, "Authenticity and Modernity" pledged to create around one million job opportunities during the upcoming legislative term, which spans five years, in addition to improving housing, wages, and health services.

The elections come at a time when Morocco is focusing on implementing extensive investments in infrastructure, in preparation for hosting the 2030 World Cup in partnership with Spain and Portugal. The president of the Moroccan Football Federation and the minister delegated to the budget, Fouzi Lekjaa, joined the leadership of "Authenticity and Modernity" weeks before the elections, while Morocco continues to inject investments into stadiums, railways, and infrastructure projects related to the tournament.

According to estimates from the International Monetary Fund included in the election data, the planned spending on projects related to organizing the World Cup amounts to about 190 billion dirhams, or nearly 20 billion dollars, equivalent to about 12% of Morocco's GDP in 2024.

The Ministry of Interior announced that the voting process took place across the country under normal conditions, except for "isolated incidents" that did not affect the electoral process, while the political scene awaits the start of consultations to form the new government after the announcement of the final results.
